لویه جرگه‌ و جایگاه آن در تاریخ‌نگاری معاصر افغانستان

لویه جرگه از دو قرن پیش به‌عنوان یکی از مهم‌ترین و تاثیرگزارترین مجالس بزرگ ملی در تاریخ معاصر افغانستان شناخته شده است. این مجلس با قانون اساسی افغانستان رابطۀ ناگسستنی دارد؛ به‌گونه ای که از هشت بخش قانون اساسی، هفت بخش آن توسط لویه جرگه‌ها تصویب شده‌اند و از شش فصل قانون اساسی یک فصل کامل به لویه جرگه اختصاص یافته است. این درحالی‌ است که این نهاد همواره از طرف برخی پژوهشگران و نو اندیشان جامعۀ افغانستانی مورد نقد قرار گرفته و با نگاه سلبی به آن نگریسته اند. در این مقاله، با رویکرد توصیفیتحلیلی و در جهت تبیین بازتاب تاریخ نگارانه جایگاه و کارکرد لویی جرگه‌ها در ساختار سیاسی اجتماعی افغانستان معاصر، بررسی مفهوم، محتوا و تبار آن مورد نظر قرار گرفته و در ادامه نگرش‌های سلبی و ایجابی جریان‌های سه گانۀ تاریخ نگاری معاصرافغانستان (ملی‌گرا، چپ‌گرا و اسلام‌گرا) بدین سنت آمده است. حاصل پژوهش حاکی از این است که تاثیرپذیری جریان‌های تاریخ‌نگاری معاصر از شرایط سیاسی و دیرپایی لویه جرگه ها درتوجیه قدرت سیاسی حاکمان وقت، موجب شده است که جریان های مذکور، علیرغم نقد ریشه های قومی تاثیرگذار بر ماهیت کارکردی آنها، در رقم خوردن تحولات اساسی جایگاه مهمی برای آن قائل شوند.

Loya Jirga Status & Functions in Afghanistan’s Modern Historiography

The Loya Jirga has been known as one of the most and influential National Grand Assembly in contemporary Afghanistan since two centuries. This grand assembly has a firm affiliation with Afghanistan constitution. From the eight sections of the constitution legislation, seven of which are passed by the Loya Jirga. And, from the six clauses of the constitution, a full clause is about the Loya Jirga. This is despite the fact that this institution has been criticized by some of the Afghan experts and commentators who has privatively regarded it. In this paper, the matter is discussed with a descriptiveanalytical approach to explain the historical reflection of the status and achievements of the Loy Jirga in the sociopolitical structure of contemporary Afghanistan. The concept, content, and descent discussion is followed by privative and positive attitudes of the triple currents Historical historiography of Afghanistan (nationalist, leftist, and Islamist) the method has continued as such. The research highlights that the impact of contemporary historiography on the political conditions and vitality of the Loya Jirga in legitimizing the political power and despite the critique of the ethnic origins affecting their functional nature, it has led the mentioned triple movements to consider it of significant importance.
