ارزیابی عملکرد سازمان ملل در قبال بحران‌های بین‌المللی(مطالعه موردی بحران یمن)

بحران یمن را می‌توان یکی از پیچیده‌ترین بحران‌های نظام بین‌الملل توصیف کرد. سازمان ملل متحد از ابتدای ناآرامی‌های کشور یمن با تکیه بر اهداف اصلی منشور حفظ صلح و امنیت جهانی، فرستادگانی ویژه بسوی این کشور گسیل داشت تا عزم جدی خود برای حل و فصل منازعات را نشان دهد. سوال اصلی این است که آیا سازمان در حل بحران های بین المللی موفق بوده است؟ مسئله یمن بعنوان نمونه‌ای از نقش سازمان ملل در حل بحران‌ها مورد ارزیابی قرار گرفته است. برای پاسخ، رفتارها و تصمیمات از سال 2011 تا 2020 با مراجعه به اسناد و مدارک بررسی شده است. نتایج تحقیق نشان می‌دهد رفتارها و تصمیمات سازمان ملل که شامل گسیل فرستادگان ویژه، صدور قطعنامه‌ها و انجام توافق استکهلم بود، موفقیتی نداشته و همچنان این سازمان در بحران‌های غرب آسیا و راهبرد های آن جهت برقراری صلح در کشورهای درگیر ناآرامی با شکست مواجه بوده است.

Assessing the UN Performance in Relationto International Crises (Case Study of the Yemeni Crisis)

The crisis in Yemen can be described as one of the most complex crises in the international system. From the beginning of the unrest in Yemen, the United Nations has sent special envoys to Yemen to demonstrate its serious determination to resolve the conflict, relying on the core objectives of the Charter for Global Peace and Security. The main question is whether the organization has been successful in resolving international crises? The issue of Yemen has been evaluated as an example of the role of the United Nations in resolving crises. For answers, behaviors and decisions from 2011 to 2020 are reviewed by referring to the documents. The results of the study show that the United Nationschr('39') actions and decisions, which included sending special envoys, issuing resolutions and implementing the Stockholm Agreement, have not been successful, and the organization has also failed in the West Asian crisis and its strategies for peace in troubled countries.
