بازطراحی و اولویت‌بندی راهبردهای نت نزاجا بر اساس سند بیانیه گام دوم انقلاب اسلامی ایران

هدف از پژوهش حاضر، بازطراحی و اولویت‌بندی راهبردهای نگهداری و تعمیرات نیروی زمینی محوری ارتش ج.ا.ایران به‌منظور تحقق افق‌های ترسیم‌شده در سند بیانیه گام دوم انقلاب اسلامی در قالب سند طرح تحول نت نزاجا است. در همین راستا، دو سوال اصلی مطرح و در پاسخ به آن‌ها دو فرضیه ارائه شد. جامعه آماری پژوهش، خبرگان حوزه نت در بخش‌های نظامی-دفاعی کشور بودند. نمونه گیری به روش هدفمند و تا مرحله دستیابی به اشباع نظری و به روش دلفی انجام گردید که بر همین اساس اندازه نمونۀ آماری به 20 نفر از این خبرگان رسید. پژوهش حاضر از نظر هدف، روش اجرا و نوع، به ترتیب توسعه‌ای، توصیفی و همبستگی است. همچنین به سبب اکتشاف، فهم و توصیف مفاهیم نت در حوزه نظامی-دفاعی و نیز چشم‌انداز گام دوم انقلاب اسلامی بُعد کیفی دارد. در ضمن با ارائه راهبردهای نوین 17گانه نت نزاجا، سبکی توسعه‌ای را اتخاذ کرده و سپس با مطالعه و سنجش شدت و اندازه ارتباط بین دو حوزه «راهبردهای احصاء‌شده طرح تحول نت نزاجا» و «چشم‌انداز ترسیم‌شده در سند گام دوم انقلاب» و با تمرکز بر روی مسئله مورد مطالعاتی (نزاجا) و انجام تحلیل آماری (آزمون‌های تی و فریدمن) با ارائه استدلال، منطق و قیاس در خصوص تعمیم نظریه‌ها، بُعد کمّی نیز به خود گرفت. نتایج حاکی از این است که راهبردهای «ارتقای ضریب فرهنگ‌سازی عملی در تبدیل مفهوم «تعمیر و نگهداری» به «نگهداری و تعمیر»، «لزوم هم‌راستایی کامل اهداف نت تمامی یگان‌ها با اهداف کلان نزاجا در حوزه‌های اقتصاد مقاومتی و عمردهی انقلابی به قطعات» و نیز «لزوم نیازسنجی، طراحی و برنامه‌ریزی آموزشی دقیق برای کارکنان حوزه نت نزاجا» دارای بالاترین اولویت‌ها در تحقق چشم‌انداز ترسیم‌شده در سند گام دوم انقلاب هستند.

redesigning and prioritizing the maintenance strategies of islamic republic of iran army ground forces (iriagf) based on the statement document of the second phase of the islamic revolution of iran

the purpose of the current research is to redesign and prioritize the maintenance strategies of islamic republic of iran army ground forces (iriagf) in order to realize the visions outlined in the statement document of the second phase of the islamic revolution in the form of the iriagf maintenance transformation plan document. in this regard, two main questions were raised and two hypotheses were presented in response to them. the statistical population of this research are experts in the field of maintenance in the military-defense sectors of the country. sampling was done in a purposeful way and until the theoretical saturation was achieved using delphi method, based on which the statistical sample size reached 20. it is also qualitative due to the discovery, understanding and description of the concepts of maintenance in the military-defense field and also the vision of the second step of the islamic revolution. considering that, this research, by presenting the 17 new strategies of the iriagf, adopted a developmental style and then by studying and measuring the intensity and size of the relationship between the two areas of formulated strategies of the transformation plan of the iriagf maintenance and the vision outlined in the statement document of the second phase of the islamic revolution of iran and by focusing on the studied problem (iriagf) and performing statistical analysis (t and friedman tests) by presenting reasoning, logic and analogy regarding the generalization of theories, it also took a quantitative dimension. the results indicate that the strategies of increasing the coefficient of practical culture formation in the transformation of the concept of repair and maintenance into maintenance and repair, the need to fully align the maintenance goals of all units with the macro goals of iriagf in the fields of resistant economy and increasing parts service life and also, necessity of needs assessment, design and accurate training plan for iriagf maintenance employees have the highest priorities in realizing the vision outlined in the document of the second phase of the revolution.
