ارائه چارچوبی برای مهندسی قابلیت اطمینان و تعالی نگهداشت (iream3)، مبتنی بر اصول مدیریت دارایی

الگوی تغییرات و تکامل نگهداشت در صنایع ایران متاثر از ویژگی‌های مدیریت دولتی و ساختار اقتصادی مبتنی بر نفت است. از طرف دیگر مکانیزم‌های تحریم و تورم سال‌ها است که رفتار صنایع ایرانی را نسبت‌به سایر کشورها متفاوت کرده است. امروزه با مطرح‌شدن موضوعاتی نوین مانند صنعت نسل 4.0 و توجه به تولید و طرح موضوعاتی همچون اقتصاد مقاومتی در کشور سعی شده است که صنعت بتواند در مسیری پیش‌بینی شده، مطلوب و منطقی تکامل ‌یابد. ازاین‌رو باید مدل‌هایی در زمینه‌ی نگهداشت، توسعه یابد که توان پاسخ‌گویی در شرایط اقتصادی ایران را داشته باشد و قابل پیاده‌سازی باشد. در این مقاله ابتدا مروری بر مدل‌های تعالی نگهداشت با هدف دستیابی به روش طراحی نظام تعالی نگهداشت در صنایع ایرانی شد. البته هدف از این مقاله مقایسه این مدل‌ها نیست که در این مجال نمی‌گنجد. سپس با بررسی مواردی که باید در سازمان‌های ایرانی در تدوین سیستم نگهداشت مورد توجه قرار گیرد، به سیر پیدایش و ورود انواع سیستم‌های مرتبط با نگهداشت تجهیزات به داخل کشور پرداخته شد تا شناخت مفیدی از این سیستم‌ها فراهم شود. سپس چهارچوب پیشنهادی تعالی نگهداشت بر پایه‌ی مفاهیم مدیریت دارایی در صنایع ایرانی، با عنوان «آیریم3»، ارائه شد که علاوه بر پوشش کامل بندهای استاندارد ایزو 55000، با مولفه‌ها و ویژگی‌های صنایع ایرانی هماهنگی دارد و طی سال‌های گذشته در تعدادی از سازمان ایرانی پیاده‌سازی، توسعه و به‌روزرسانی شده است. در ادامه، روش و مفاهیم و اصول ارزیابی سازمان و الزامات و مشخصات تهیه‌ی نقشه‌ی ‌راه مناسب تعالی با توجه به ویژگی‌ها و مولفه‌های صنایع ایرانی معرفی گردید. در پایان ساختار کلی چارچوب پیشنهادی نمایش و نحوه‌ی پوشش بندهای استاندارد ایزو55000 از طریق آن، تشریح شد. با اجرای این چارچوب در سازمان‌ها و صنایع مختلف کشور، شاخص‌های کلیدی عملکرد نگهداشت و نیز نتیجه‌ی ممیزی نقشه‌‌ی راه سازمان بهبود چشمگیری داشت که کارایی چارچوب با توجه به شرایط بومی کشور را اثبات می‌کند.

Providing a Framework for Reliability Engineering and Maintenance Excellence (iREAM3) Based on Asset Management Principles

The pattern of change and evolution of maintenance in Iranian industries is influenced by the characteristics of public administration and the oilbased economic structure. On the other hand, the mechanisms of sanctions and inflation have changed the behavior of Iranian industries compared to other countries over the years. Today, with the introduction of new issues such as the industry 4.0 and the importance of some national issues such as the resistance economy, there has been an effort so that the industry can develop in a predictable, desirable and logical way. Therefore, maintenance models that are developed must be able to respond to certain economic conditions such as the case in Iran and can be implemented correctly.In this article, in the first step, a review of maintenance excellence models was conducted to achieve the design method of maintenance excellence system in Iranian industries. This article does not cover the comparison of these models. Then, by examining the factors that should be considered in Iranian organizations in developing a maintenance system, the emergence of various equipment maintenance systems in the country were addressed to provide a useful knowledge of these systems. Then, the proposed framework for maintenance excellence based on the concepts of asset management in Iranian industries, entitled Irim 3, was presented, which in addition to full coverage of ISO 55000 standard clauses, is compatible with the components and characteristics of Iranian industries and has been implemented, developed and updated in a number of Iranian organizations. Then, the method, concepts, principles of evaluation of the organization, requirements and specifications of preparing a suitable roadmap for excellence, according to the characteristics and components of Iranian industries were introduced. At the end, the general structure of the proposed framework was displayed and the coverage of ISO 55000 standard clauses was described. By implementing this framework in various organizations and industries, the key performance indicators were maintained and also the result of the audit of the organization’s roadmap was significantly improved, which proves the efficiency of the framework according to the local conditions of the country.
