شناسایی عوامل موثر برشکاف دیجیتالی درایران(مورد مطالعه: روستاهای استان قم) با رویکرد دلفی و سلسله مراتبی فازی

اﻳﻦ ﭘﮋوﻫﺶ از ﻟﺤﺎظ ﻫﺪف ﻛﺎرﺑﺮدی و از ﻧﻈﺮ ﮔﺮدآوری داده ﻫﺎ ﺗﺤﻘﻴﻖ ﺗﻮﺻﻴﻔﻲ-ﭘﻴﻤﺎﻳﺸﻲ ﻣﻲ ﺑﺎﺷﺪ. ﺟﺎﻣﻌﻪ آﻣﺎری، ﻛﺎرﺷﻨﺎﺳﺎن و ﻣﺪﻳﺮان ارﺷﺪ ﺣﻮزه ict روﺳﺘﺎﻫﺎی اﺳﺘﺎن ﻗﻢ ﺑﻮده و روش ﻧﻤﻮﻧﻪ ﮔﻴﺮی ﻗﻀﺎوﺗﻲ ﻣﻲ ﺑﺎﺷﺪ. اﻳﻦ ﺗﺤﻘﻴﻖ در دو ﻣﺮﺣﻠﻪ دﻟﻔﻲ و ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﻲ ﻓﺎزی ﺻﻮرت ﮔﺮﻓﺖ. ﻧﺘﺎﻳﺞ ﺗﺤﻘﻴﻖ ﭘﺲ از ﻣﺤﺎﺳﺒﺎت دو ﻣﺮﺣﻠﻪ ای دﻟﻔﻲ، دﺳﺘﻴﺎﺑﻲ ﺑﻪ ﻣﺪل ﻣﻔﻬﻮﻣﻲ ﺗﺤﻘﻴﻖ ﺷﺎﻣﻞ 9 ﻣﻌﻴﺎر و42 زﻳﺮﻣﻌﻴﺎر ﻛﻪ ﻃﻲ ﻣﺤﺎﺳﺒﺎت ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﻲ ﻓﺎزی، زﻳ ﺮﻣﻌﻴﺎرﻫﺎی ﻧﺮﻣﺎﻟﻴﺰه ازﻟﺤﺎظ وزﻧﻲ اوﻟﻮﻳﺖ ﺑﻨﺪی ﺷﺪﻧﺪ ﻛﻪ ﺷﻨﺎﺧﺖ ﻓﺮﻫﻨﮓ روﺳﺘﺎﻫﺎ رﺗﺒﻪ ﻳﻚ، و ارﺗﺒﺎﻃﺎت اﺟﺘﻤﺎﻋﻲ رﺗﺒﻪ دوم، و ﺷﻨﺎﺧﺖ ﺗﻨﻮع ﻓﺮﻫﻨﮕﻲ و اﺟﺘﻤﺎﻋﻲ اﻗﺘﺼﺎدی رﺗﺒﻪ ﺳﻮم، و ﺣﻤﺎﻳﺖ از ﺳﺮﻣﺎﻳﻪ ﮔﺬاری رﺗﺒﻪ ﭼﻬﺎرم، ﺷﻨﺎﺳﺎﻳﻲ ﭘﺘﺎﻧﺴﻴﻞ ﻫﺎ و ﺗﻮاﻧﻤﻨﺪی ﻫﺎی ﻣﻨﻄﻘﻪ ای رﺗﺒﻪ ﭘﻨﺠﻢ ﺑﻴﺸﺘﺮﻳﻦ وزﻧﻬﺎ را ﻛﺴﺐ ﻧﻤﻮدﻧﺪ ﻛﻪ ﺧﻮد ﻧﺸﺎن از اﻫﻤﻴﺖ ﺑﺴﻴﺎر ﺑﺎﻻی آﻧﻬﺎ ﻧﺰد ﺧﺒﺮﮔﺎن اﺳﺖ. ﮔﺴﺘﺮش ﺳﻮاد رﺳﺎﻧﻪ ای و ﻣﺪاﺧﻼت ﻣﺪﻳﺮﻳﺘﻲ رﺗﺒﻪ ﺳﻲ و ﺷﺶ، و رﻳﺴﻚ ﺑﺎﻻی ﺳﺮﻣﺎﻳﻪ ﮔﺬاری رﺗﺒﻪ ﺳﻲ و ﻫﻔﺖ، ﺗﻮﺳﻌﻪ ﻛﺴﺐ و ﻛﺎرﻫﺎ ﺑﺎ ﺷﻨﺎﺳﺎﻳﻲ آﻧﻬﺎ در ﺗﻮﺳﻌﻪ اﻗﺘﺼﺎدی روﺳﺘﺎﻳﻲ رﺗﺒﻪ ﺳﻲ و ﻫﺸﺖ، ﻫﻮﺷﻤﻨﺪ ﺷﺪن ﻛﺴﺐ و ﻛﺎر رﺗﺒﻪ ﺳﻲ و ﻧﻪ ﭘﺎﻳﻴﻦ ﺗﺮﻳﻦ رﺗﺒﻪ ﻫﺎی وزﻧﻲ را ﻛﺴﺐ ﻧﻤﻮدﻧﺪ ﻛﻪ ﻧﺸﺎن از ﺑﻲ اﻫﻤﻴﺖ ﺑﻮدن آﻧﻬﺎ در ﻧﺰد ﺧﺒﺮﮔﺎن ﻣﻲ ﺑﺎﺷﺪ.

Identification of factors affecting digital divide in Iran (Study: Qom province villages)With the Delphi approach and the Fuzzy Hierarchy

According to available statistics, the digital divide or information gap is clearly evident across countries, especially in urban and rural areas. In recent years, efforts have been made to develop information and communication technology in Iranian villages to reduce the digital divide. This study aimed to identify scientific and practical strategies for identifying the effective factors of digital divide in Qom province villages with Delphi and Fuzzy Hierarchy approach. This research is a descriptivesurvey research in terms of purpose and in terms of data collection. The population of the study consisted of experts and senior managers of ICT area of ​​Qom province. Judicial sampling and sample size were limited due to the statistical population. Delphi and hierarchical fuzzy questionnaires were used for the measurement. The results of the Delphi twostep computational approach to achieving the conceptual model of research consisted of 9 criteria and 42 subcriteria.
