تبیین رویکرد نهادهای مشاور کمیتۀ میراث جهانی در ارزیابی پرونده‌های نامزد میراث جهانی ایران

ارزیابی همۀآثار نامزد ثبت در فهرست میراث جهانی توسط نهادهای مشاور کمیتۀ میراث جهانی (icomos و iucn) انجام می‌شود. این ارزیابی‌ها به تصمیم‌گیری کمیتۀ میراث جهانی برای ثبت یک اثر یاری می‌رساند. با وجود توصیۀ نهادهای مشاور دربارۀ یک اثر نامزد، این کمیتۀ میراث جهانی است که تصمیم نهایی را می‌گیرد؛ این تصمیم می‌تواندبا نظر نهاد مشاور کاملاً مغایر باشد. از همین رو بسیاری از آثاری که حتی به ثبت رسیده‌اند نیز لزوماً توسط نهاد مشاور تاییدنشده‌اند. بازبینی وارزیابی‌های فنی نهادهای مشاور از یک اثر نامزد می‌تواندجنبه‌هایی از ایرادات در پرونده‌های نامزدی آثار را نمایان کند که در سایۀ تصمیمات کمیته کمتر مورد توجه قرار می‌گیرند. ازسویی شناخت رویکرد نهادهای مشاور در ارزیابی آثار نیز می‌تواند در تهیۀپرونده‌های نامزدی مورد توجه قرار گیرد و از تحمیل هزینه‌های سنگین در این مسیر جلوگیری کند. پژوهش حاضر نیز بر این اساس، همۀ آثار ایران را که نامزد ثبت در فهرست میراث جهانی شده‌اند، مورد بررسی قرار داده و به تحلیل چالش‌ها و ایرادات پرونده‌های نامزدی این آثار از نگاه نهادهای مشاور پرداخته است. به‌منظور انجام این پژوهش با استفاده از روش تحلیل محتوای کیفی همۀگزارش‌های ارزیابی نهادهای مشاور دربارۀ آثار نامزد ایران، مورد بررسی قرار گرفته است. بررسی‌هانشان می‌دهد که رویکرد ایکوموسicomos در بررسی پرونده‌های فرهنگی معطوف به بخش «توجیه اثر» است و آی یو سی انiucnعمدتاً بر «توجیه و مدیریت اثر» متمرکز است. ازسویی بررسی‌های نشان می‌دهد عمده چالش‌هادر مرحلۀ ارزیابی به عدم درک متقابل نهادهای مشاور و کشور ایران دربارۀوضعیت آثار نامزد و پرونده‌های نامزدی آن‌هابرمی‌گردد. به‌طورکلی عمده ایرادات در مرحلۀ ارزیابی آثار نامزد ایران از نگاه نهادهای مشاور، در بخش‌های توجیه اثر، حفاظت اثر وتحلیل مقایسه‌ای بوده است.

the approach of advisory bodies to evaluating iran’s world heritage nomination dossiers

the formal advisory bodies of the world heritage committee (icomos and iucn) evaluate all the nominations of properties for inscription on the world heritage list. these evaluations help the world heritage committee to decide which properties to inscribe on the world heritage list. however, it is the world heritage committee that makes the final decision, which can be contrary to the recommendations of the advisory bodies. therefore, there may be many properties on the list that have not necessarily been approved by the advisory bodies. the review and technical evaluations carried out by the advisory bodies can reveal deficiencies in the nomination dossiers, which may be overshadowed by the committee’s decisions. nevertheless, understanding the approach of these bodies and their evaluation methods can be taken into consideration in the preparation of nomination files and avoid heavy costs in the process. the following research offers a review of the iranian cultural and natural property nominations for inscription on the world heritage list and analyzes the issues and deficiencies of these nomination files through the lens of the advisory bodies. to carry out this research, all the evaluation reports of the advisory bodies regarding iran’s world heritage nomination dossiers have been analyzed using qualitative content analysis. this study found that the main focus oficomos lies on the “justification” section, while iucn mostly concentrates on “justification” and “management” sections. the review also shows that the main challenges in the evaluation stage are due to a lack of mutual understanding between the nominating state party and the advisory bodies. in general, the advisory bodies consider the most important issues in iran’s wh nomination dossiers to be the information provided in the sections of justification (outstanding universal values), conservation, and comparative analysis.
