پاسخ‌گذاریِ ترکیبی در سیاست جنایی بین‌المللی

توسعۀ بزهکاری در سطح بین‌المللی و قلمروزدایی از جرایم جهانی‌شده از یکسو و همگرایی جامعۀ بشری در ساحت‌های مختلفِ فرایند جهانی شدن از سوی دیگر، ضرورت نزدیک شدن سیاست جنایی دولت‌ها را در بزه‌انگاری و پاسخ‌گذاری در عرصۀ ملی و فراملی بیش از پیش نمایان می‌سازد. سیاست جنایی ترکیبی که مبتنی بر فرایند آگاهانه و هدفمند تلفیق متغیرها با استفادۀ حداکثری از ظرفیت‌های دولتی جامعویِ ملی و بین‌المللی برای کنترل پدیده جنایی است، در عرصۀ بین‌المللی نیز به معنای هم‌افزایی متقارن دولت‌ها و جامعۀ بین‌المللی است که با تصدیق منافع مشترکِ جامعۀ جهانی و عدم تمرکزِ صرف بر پاسخ‌های کیفری و تاکید بر پویایی و تنوع پاسخ‌گذاری و چگونگی پاسخ‌دهی، الگوسازی نوین را در عرصۀ بین‌المللی نوید می‌دهد. تاکید بر صلاحیت تکمیلی دیوان بین‌المللی کیفری در رسیدگی به جنایات چهارگانه، تدابیر سازمان ملل متحد در مهندسی الگوها برای عدالت کیفری و پیشگیری از جرم در چارچوب کنگره‌های پنج‌سالانۀ پیشگیری از جرم و عدالت کیفری، ارائۀ اصول راهبرِ ارشادی الزامی، شاخصه‌هایی از تلاش متولیان در راستای پاسخ‌گذاری ترکیبی در سیاست جنایی بین‌المللی برای تامین امنیت جهانی است.
