ساختار مطلوب تامین اجتماعی در اقتصاد اسلامی با تاکید بر نظام چندلایه

بحران‌ها و مشکلات تامین اجتماعی، ضرورت بازنگری در ساختار آن را به‌ویژه در جوامع اسلامی از جمله ایران آشکار ساخته است. تامین اجتماعی ضعیف، بر تمام ادعاها در مورد کارآمدی یک نظام اقتصادی، یا سیاست‌ها و برنامه‌های اقتصادی و یا راهبردها و راهکارهای اجرایی آن‌ها، خط بطلان می‌کشد. اقتصاد اسلامی که اهداف اقتصادی-اجتماعی خود را از طریق تامین اجتماعی دنبال می‌کند، ساختار مناسبی برای آن در نظر گرفته است که اگر بومی‌سازی شود، بسیاری از مشکلات را برطرف می‌کند. در این تحقیق که به‌روش توصیفی انجام شده، ساختار مطلوب تامین اجتماعی در اقتصاد اسلامی با عنایت به سیاست‌های کلی تامین اجتماعی در ایران بررسی و تبیین شده است. براساس مبانی و در راستای اهداف تامین اجتماعی در اسلام، ساختاری از تامین اجتماعی مطلوب است که نیازهای واقعی زندگی افراد و خانواده‌ها را در سطوح ضروری، کفافی و رفاهی از طریق تدارک خصوصی، تکافل عمومی و تضامن دولتی در قالب پنج‌لایه‌ی تمهیدی، تضمینی، ترمیمی، تامینی و تکمیلی به‌صورت طولی و هماهنگ پوشش دهد.
