منابع مالی و روش‌های مقابلۀ با فقر در مکه به ترتیب نزول سورۀ مکی قرآن کریم

سوره‌ها و آیات زیادی از قرآن به مسئله‌ فقر و نحوه‌ مقابله با آن تصریح دارد و مسئولیت‌های اجتماعی مهمی بر عهدۀ مسلمانان گذاشته است. مکه به‌عنوان اولین و مهم‌ترین محل نزول آیات قرآن، قبل و بعد از بعثت با فقر و محرومیت مواجه بود. برای آشنایی با سیر تحولات منابع و روش‌های مقابله‌ با فقر ضروری است تا آنها را بر اساس ترتیب نزول سور قرآن کریم مورد مطالعه قرار دهیم. هدف این مقاله معرفی این منابع و روش‌ها در مکه و مقایسۀ آنها با همدیگر است. این بررسی با استفاده از اسناد کتابخانه‌ای و روش تحلیل محتوا و تفسیری صورت گرفته است. نتایج مقاله نشان می‌دهد به دلیل گسترش فقر و برده‌داری و گرسنگی در مکه، خداوند در سور ابتدایی قرآن، اکرام ایتام، اطعام مساکین، ماعون و مساعدت نزدیکان را واجب کرد؛ اما در سوره‌های بعدی مواردی مثل زکات، انفاق، حق معلوم، صدقه، قرض‌ حسن را به‌عنوان مهم‌ترین منابع و روش‌های مقابله با فقر واجب شد. توجه به این یافته‌ها می‌تواند به سیاست‌گذاری مقابلۀ با فقر در شرایط فقدان حکومت اسلامی و همچنین در وضعیت وجود حکومت اسلامی مفید باشد.

the financial resources and methods of combating poverty in mecca based on the revelation order of the meccan surahs of the holy quran

many surahs and verses of the quran address the issue of poverty and how to combat it. the quran places important social responsibilities on the shoulders of muslims. as the first and most important place where the verses of the quran were revealed, mecca faced poverty and deprivation before and after the prophethood. in order to become familiar with the evolution of the sources and methods of combating poverty, it is necessary to study them based on the revelation order of the surahs of the holy quran. this article seeks to introduce and compare the sources and methods used in mecca. this study was conducted using library documents, content analysis and interpretation methods. the results show that due to the spread of poverty, slavery, and hunger in mecca, god made honoring orphans, feeding the poor, helping relatives, and helping the needy obligatory in the initial surah of the quran, but in the later surahs, zakat, giving for a better society (infaq), known rights, charity, and interest-free lending were made obligatory as the most important resources and methods of combating poverty. paying attention to these findings can be useful for policymaking and combating poverty both in the absence and presence of an islamic government.
