جعبه‌ابزار حمایت گری برای نهادهای مشاوره سیاستی بیرونی؛ موردمطالعه: نهاد مشاوره سیاستی در حوزه مهاجران خارجی

برای حل مسائل پیچیده امروز مشارکت حداکثر ذی‌نفعان در فرایند سیاست‌گذاری ضروری است. نهادهای مشاوره سیاستی و اندیشکده‌ها با استفاده از کارشناسان حرفه‌ای و روش‌های پژوهشی به‌روز، توانایی شناسایی مسائل پیچیده و ارائه راه‌حل‌های سیاستی به دولت را دارند؛ بااین‌حال پیشنهادهای تخصصی آن‌ها، تحت تاثیر موقعیت سیاسی قرار می‌گیرد. در این شرایط، نهاد مشاوره برای موفقیت باید علاوه بر ارائه توصیه‌های فنی به روش‌های سیاسی نیز مسلط باشند. روش‌های «حمایتگری» شامل مجموعه‌ای از فعالیت‌ها و مهارت‌های ارتباطی و اطلاعاتی، جعبه‌ابزار مفیدی برای نهادهای مشاور در این زمینه ارائه می‌دهد. هدف این مقاله مطالعه انواع ابزارهای حمایتگری و پیشنهاد مناسب‌ترین ابزار در هر مرحله از چرخه سیاست‌گذاری است. در ابتدا، با مرور پیشینه «نظام مشاوره سیاستی»، به اهمیت توجه به برساختی بودن دانش سیاست‌گذاری و ضرورت شناخت مفاهیم ارتباطی و ابزارهای رسانه‌‌ای اشاره گردید، پس‌ازآن انواع فعالیت‌های حمایتگری معرفی و طبقه‌بندی شدند. سپس با استفاده از روش مطالعه موردی، فعالیت‌های حمایتگری توسط یک نهاد مشاوره سیاستی در حوزه مهاجرت در ایران در سه سال مستمر بررسی شد. یافته‌های پژوهش نشان داد که در هر مرحله از چرخه سیاست‌گذاری چه نوع فعالیت‌های حمایتگری برای اثرگذاری بیشتر نهادهای مشاوره سیاستی بر تصمیم‌گیران مفید خواهد بود.

as social issues grow increasingly intricate, governments often find themselves lacking in the ability to provide comprehensive solutions. effective policymaking transcends the confines of government bureaucracy. external consultants, known for their independence, utilization of professional researchers, stakeholder proximity, and advanced research methods, possess notable capabilities in problem identification and policy formulation. however, limited access to decision-makers and the rigid governmental structure restrict their effectiveness. consequently, employing innovative methods and blending technical recommendations with political activism becomes imperative for these institutions. one such approach is advocacy, employing communication and informational tactics to influence decision-makers throughout the policy cycle. this article aims to explore advocacy tools, recommending their strategic application at each stage of the policy cycle for political advisory bodies. it begins by elucidating the literature surrounding policy advisory systems, emphasizing recent studies highlighting the significance of media attention. following this, the article employs a case study approach to delve into how a political advisory institution in iran conducts advocacy activities related to migration. the research findings shed light on the types of advocacy activities deemed beneficial at various stages of the policy cycle, enhancing the efficacy of advisory bodies' recommendations for decision-makers.
