ویژه نامه الگوهای سیاستی ارتقای انسجام نظام تصمیم‌گیری در هیات وزیران و جایگاه سازمان‌های مشاوره سیاستی

در این ویژه نامه، دو رویکرد بصورت همزمان مورد توجه قرار گرفته است. رویکرد اول، تحلیل فرآیند های اختلال در نظام تصمیم گیری جمعی درون دولت است و رویکرد دوم، مطالعه و بررسی فرآیندهای همکاری و تعامل نهادهای مشاوره سیاستی بیرونی برای ارتقای نظام تصمیم گیری درونی دولت را دربرمیگیرد. در رویکرداول، از یک سو موازی کاری و تقسیم کار میان هیات دولت و سایر شوراهای عالی ذیل قوه مجریه مورد توجه قرار گرفته است. و از سوی دیگر، ضعف ساختاری دولت در رویکرد انفعالی به مسایل بخشی و عدم ارزیابی تاثیر و پایش نتایج مصوبات هیات وزیران نیز شایسته توجه ویژه است. موضوع مهم دیگر در فرایندهای تصمیم گیری جمعی در قوه مجریه، توجه به نقش تنظیم گری در کنار نقش های تصدی گری و حمایتی و تسهیل گری است. در رویکرد دوم، به ظرفیت نهادهای بیرونی برای ارایه مشاوره سیاستی و کمک به ارتقای فرآیندهای تصمیم گیری در قوه مجریه توجه شده است. تقویت دو سوی تعامل یعنی هم نهادهای ارایه مشاور و هم نهادهای دولتی پذیرنده مشاوره مورد توجه مقالات قرار گرفته است.

special issue policy models for improving the coherence of the decision-making system in the cabinet and the position of policy advisory organizations

in this special issue two approaches have been considered simultaneously. the first approach is to analyze the processes of disruption in the collective decision-making system within the government, and the second approach includes and study of the processes of cooperation and interaction of external policy advisory institutions to promote the internal decision-making system of the government. in the first approach on the one hand, parallel work and division of labor between the government and other supreme councils under the executive branch have been considered. on the other hand, the structural weakness of the government in its passive approach to sectoral issues and the lack of evaluation of the impact and monitoring of the results of the decisions of the council of ministers also deserve special attention. another important issue in collective decision-making processes in the executive branch is paying attention to the role of regulation along with the roles of tenure, support, and facilitation. in the second approach, attention has been paid to the capacity of external institutions to provide policy advice and help to improve decision-making processes in the executive branch. strengthening both sides of the interaction, i.e., both the institutions providing the consultant and the governmental institutions receiving the consultation, have been considered in the articles.
