ارائه الگوی سیاستی ارتقا انسجام نظام تصمیم‌گیری در هیات وزیران مطالعه موردی: دفتر هیات دولت

پژوهش حاضر با هدف بررسی انسجام نظام تصمیم‌گیری در هیات وزیران با محوریت دفتر هیات دولت طی دوره زمانی 1364 تا 1400 انجام شده است.سوال پژوهش آنست که برای ارتقا انسجام خط مشی نظام تصمیم‌گیری هیات وزیران، نقش آفرینی دفتر دولت چگونه خواهد بود؟ با عنایت به ماهیت اکتشافی سوال پژوهش و ضرورت ایجاد درک عمیق از موضوع مورد مطالعه، روش پژوهش کیفی در این مقاله بکار گرفته شده است. روش گردآوری داده‌ها، مصاحبه نیمه‌ساختار‌یافته مبتنی بر رهنمود مصاحبه بوده است. مصاحبه‌شوندگان شامل مدیران دفتر دولت، مسئولین سیاستگذاری دستگاه‌های اجرایی و پژوهشگران مرتبط با حوزه مورد مطالعه بوده است. برای تحلیل داده‌ها، از روش تحلیل محتوای کیفی با هدف جستجوی الگوها در داده‌ها استفاده شده است. همچنین با توجه به وجهه تجویزی پژوهش از منظر خط مشی گذاری، خط مشی های پیشنهادی در قالب الگوی خط مشی‌گذاری در انتهای مقاله ارائه شده است. در نهایت «الگوی خط مشی گذاری ارتقای انسجام نظام تصمیم‌گیری در هیات وزیران با محوریت نقش‌آفرینی دفتر دولت»، مستخرج از تطبیق ادبیات نظری و یافته‌های پژوهش در پنج مولفه ماموریت، جایگاه، تدوین، محتوا و اجرای خط‌مشی در دو رویکرد منفعل و فعال ارائه شده است. مبتنی بر این الگو دلالت‌های سیاستی ذیل پیشنهاد شده است: تغییر ماموریت دفتربه واحد فعال و دستورکارگذار؛ ارتقا جایگاه دفتر از یک واحد دبیرخانه‌ای به خط مشی‌گذار، واحد کمک‌کننده به توسعه متوازن ماموریت‌های خط‌مشی‌گذاری و مقررات‌گذاری (اصول 138 و 134) قانون اساسی ، ارتقا محتوای خط‌مشی از طریق بهره‌گیری از ظرفیت جامعه خبرگانی، نظارت و پایش بر اولویت‌‌های راهبردی هیات وزیران

presenting a policy pattern in order to improve the coherence of the decision making system in the cabinet of ministers (cade study: government office)

the present study was conducted with the aim of investigating the coherence of the decision making system in the cabinet of ministers, centered on the office of the cabinet of ministers. based on this, the research question is, what will be the role of the government office (including its mission, structure, capabilities and duties) to promote the political coherence of the decision making system of the cabinet of ministers? considering the exploratory nature of the research question and the need to create a deep understanding of the subject under study, the qualitative research method has been used in this article. the data collection method was a semi structured interview based on the interview protocol. also, considering the prescriptive nature of the research from a policy perspective, researchers have tried to present proposed policies in the form of a codified policy model at the end of the article. finally, the policy model of promoting the coherence of the decision making system in the cabinet of ministers with the focus on the role of the government office in this research, derived from the application of theoretical literature and research findings in the five components of mission, position, input, process and output, is presented in two passive and active approaches
