تحلیل انسجام سیاستی سیاست‌ها و مقررات حوزه انرژی کشور

پژوهش حاضر با هدف تحلیل و ارزیابی انسجام سیاستی سیاست‌ها و مقررات حوزه انرژی کشور انجام شده است. در این راستا، انسجام سیاست‌ها و مقررات حوزه انرژی کشور در سه سطح انسجام درونی، افقی و عمودی مدنظر قرار گرفته است. این پژوهش بر مبنای روش تحلیل محتوا و مطالعه عمیق مستندات حوزه انرژی کشور براساس دو مولفه اهداف و ابزارهای سیاستی و با استفاده از روش پیمایش و توزیع پرسشنامه میان خبرگان، سیاستگذاران و متخصصان حوزه انرژی کشور انجام شده است. نتایج پژوهش نشان می‌دهد که انسجام سیاستی درونی سیاست‌های کلی انرژی، اصلاح الگوی مصرف و بخش انرژی سند تحول دولت سیزدهم قابل قبول است ولی انسجام درونی سیاست‌های کلی اقتصاد مقاومتی در حوزه انرژی متوسط می‌باشد. همچنین انسجام افقی بین این سه سیاست کلی ضعیف ارزیابی می‌شود. در نهایت انسجام عمودی سند تحول دولت سیزدهم در حوزه انرژی با سیاست‌های کلی نیز در سطح متوسط ارزیابی شده است. از مهم‌ترین علل انسجام سیاستی متوسط و ضعیف اسناد سیاستی حوزه انرژی، اولاً ناهمزمانی سیاست‌های کلی با قوانین و مقررات حوزه انرژی و ثانیاً مشخص نبودن رویکرد کلان کشور به حوزه انرژی است. تعیین رویکرد کلان کشور به انرژی باعث می‌شود همه سیاست‌های کلی، قوانین و مقررات حوزه انرژی براساس آن یکپارچه و درجه انسجام سیاستی هم در درون بسته‌های سیاستی و هم فیمابین اسناد سیاستی و اجرائی افزایش یابد.

policy coherence analysis of energy policies and regulations in iran

this research aims to analyze and evaluate the coherence of energy policies and regulations in iran. the study examines energy policies and regulations’ internal, horizontal, and vertical coherence. the research methodology includes content analysis of energy policy documents and a survey distributed among energy experts, policymakers, and energy sector specialists in iran. the research results indicate that the internal policy coherence of the general energy policies and consumption pattern reform is acceptable. in contrast, the internal coherence of the general policies of the resilient economy in the energy sector is moderate. additionally, the horizontal coherence between these three general policies is evaluated as weak. finally, the vertical coherence of the thirteenth government’s transformation document in the energy sector with general policies is also acceptable. weak policy coherence at the level of policies within a policy package, such as the general policies of the resilient economy, as well as government programs and general policies, has led to contradictions in the executive policies of various governments in the energy sector and reduced efficiency and effectiveness in the implementation of government programs. accordingly, it is suggested that internal policy coherence analysis be conducted in formulating each policy package at both macro and executive levels, as well as horizontal and vertical coherence to evaluate the coordination and integration of policies with other equivalent and higher-level policies. it is also recommended that energy policymaking bodies in the country review their policies based on this framework to enhance the integration and efficiency of macro and and executive policy approaches in iran.
