طراحی چارچوب ارزیابی عملکرد یکپارچه وزارت علوم، تحقیقات و فناوری با رویکرد کارکردی

اخذ بازخورد از نتایج و دستاوردهای نظام علم، فنّاوری و نوآوری به ویژه در سطح ملّی از الزامات حصول اطمینان از موفقیت بلندمدت هر نظام سیاستگذاری است. وزارت علوم، تحقیقات و فناوری (عتف) به عنوان یکی از مهم‌ترین بازیگران نظام علم، فناوری و نوآوری کشور نیازمند برخورداری از چنین نظام ارزیابی یکپارچه‌ای است که با در نظر گرفتن کارکردهای اولویت‌دار نظام علم، فنّاوری و نوآوری در حوزه اختیارات قانونی خود، بتواند بهترین عملکرد و نقش‌آفرینی را ایفا نماید. بدین منظور در این پژوهش، با بهره‌گیری از روش سنتز چارچوب، چارچوبی یکپارچه و جامع برای ارزیابی عملکرد وزارت علوم، تحقیقات و فنّاوری مبتنی بر گزینش 40 سنجه کلیدی اولویت‌دار ارائه شده و با بهره‌گیری از روش آزمون خبرگانی (گواهان آگاه) اعتبارسنجی گردیده است. نتایج حاصل از پیاده‌سازی نظام ارزیابی عملکرد می باید راه‌گشای تحقق اهداف و سیاست‌های کلان کشور باشد از این رو، براساس آخرین آمار و اطلاعات موجود (در بازه زمانی شهریور لغایت اسفند 1401)، عملکرد وزارت عتف بررسی و با توجه به اینکه عملکرد در چارک‌های ارزیابی شده پایین تر از سطح متوسط بوده، توصیه‌های سیاستی متمرکز بر ارتقای عملکرد شاخص‌های کلیدی شناسایی شده، ارائه گردیده است.

synthesizing the integrated performance evaluation framework of the ministry of science, research and technology with a functional approach

obtaining feedback from the results and achievements of the science, technology, and innovation systems, especially at the national level, is a requirement for any policy system’s long-term success. the ministry of science, research and technology (msrt), the most vital player in iran’s science, technology, and innovation system, needs to have such a feedback mechanism based on its priority functions of the science, technology, and innovation system, obtaining the best performance.for this purpose, in this research, using the methodology of framework synthesis, an integrated and comprehensive framework for evaluating the performance of the ministry of science, research and technology based on the selection of 40 key indicators has been presented and validated using the expert panel method. the results of applying the proposed evaluation framework should be adapted to the goals and policies of the national sti system. based on the latest statistics and information available (from september to march 2022), the performance of the msrt in the evaluation quadrants is lower than average. also, we offered some policy recommendations focused on improving key indicators’ performance.
