تحول حکمرانی مهاجرت در جمهوری اسلامی ایران

مهاجرت به مثابه پدیده‎ایی چندسطحی دارای بازتاب‎های متعددی بر عرصه‎های مختلف اقتصادی، اجتماعی، فرهنگی و حتی امنیتی هر کشور است و حکمرانی مهاجرت نوعی سیاستگذاری و اجرایی نمودن سیاست‎های مهاجرتی جهت تنظیم ورود مهاجران و تمهید تسهیلات جهت جلوگیری از خروج نخبگان است. بنا بر اهمیتی که مهاجرت و حکمرانی در این عرصه دارد پژوهش حاضر می‎کوشد تا به این پرسش اصلی بپردازد که تحول حکمرانی مهاجرت در جمهوری اسلامی ایران چگونه بوده است؟ فرضیه مطرح در پاسخ به پرسش مذکور این گونه مطرح می‎شود، حکمرانی مهاجرت در جمهوری اسلامی ایران از دیدگاهی تهدیدمحور به نگرشی فرصت‎محور تبدیل شده و از این جهت دستخوش چرخش نظری شده است. روش پژوهش مقاله توصیفی-تحلیلی و گردآوری داده با استفاده از اسناد و سخنرانی‎ها می‏باشد و نوع پژوهش نیز کاربردی است چرا که از حالت صرف تئوریک خارج شده و در نهایت با ارائه پیشنهاداتی در جهت ارتقای سیستم حکمرانی مهاجرت جمهوری اسلامی ایران می‎کوشد. یافته‎های پژوهش حاکی از آن است که نگاه تهدیدمحورانه به پدیده مهاجرت دچار چرخش نظری شده و به سمت فرصت محورانه متمایل شده است و از این رهگذر پیشنهاداتی مشتمل بر ایجاد تصویری مثبت از آینده ایران ، بازسازی سیاست رسانه ایی کشور، بازتعریف حکمرانی مهارجت ذیل سیاست همسایگی و دیپلماسی متوازن، ایجاد ظرفیت‎هایی جهت رشد و جذب شرکت‎های و متخصصین بین‏المللی و ... ارائه گردید.

evolution of immigration governance in the islamic republic of iran

migration as multi-level phenomenon has many reflections on economic, social, cultural and even security fields of each country and migration governance is a form of policymaking and implementation of immigration policies to regulate the arrival of immigrants and provide facilities to prevent the departure of elites. according to importance of immigration and governance in this field the present study tries to address this main question, how the evolution of migration governance has been occurred in islamic republic of iran? the hypothesis is that, governance of immigration in islamic republic of iran has been changed from thereat-oriented perspective to an opportunity-oriented perspectiveand therefore has undergone a theoretical revolution. the research method is a descriptive-analytical article and data collection using documents and lectures and the type of research is practical because at the end of article some suggestion are presented for improving the governance of immigration in islamic republic of iran. the finding of research indicates that the thereat-oriented view of migration phenomenon has undergone a theoretical turn and is inclined towards the opportunity-oriented direction and from this perspective suggestion include creating a positive image of islamic republic of iran’s future, rebuilding the media policy, redefining the governance of immigration under neighborhood policy, creating capacities for attraction and growth of international private companies has been presented.
