دیپلماسی اقتصادی جمهوری اسلامی ایران در آمریکای لاتین: مطالعه مقایسه‌ای دولت دوازدهم و سیزدهم

دیپلماسی اقتصادی به بهره‌گیری از ابزار‌های سیاسی در جهت استفاده از فرصت‌های اقتصادی اشاره دارد. بازیگران بین‌المللی از این راهبرد در جهت توسعه اقتصادی و مالی خود به کار می‌گیرند. جمهوری اسلامی ایران در دوره‌های گوناگون از این شیوه در جهت ارتقا و بهبود وضعیت اقتصادی خود استفاده نموده است و نسبت به مناطق گوناگون جهان روش های به‌خصوصی داشته، که در این بین آمریکای لاتین به دلایل سیاسی و اقتصادی جایگاه ویژه‌ای در دیپلماسی اقتصادی ایران دارا است. با این‌وجود مقاله حاضر به دنبال پاسخ به این سوال است که کنش‌های اقتصادی دولت دوازدهم و سیزدهم در آمریکای لاتین چگونه بوده است؟ یافته‌های پژوهش نشان می‌دهد دیپلماسی اقتصادی و ارتقا روابط اقتصادی با آمریکای لاتین در سیاست خارجی دولت دوازدهم تا قبل از خروج ترامپ از برنامه جامع اقدام مشترک (برجام) جایی نداشت و پس از آن معطوف به فروش محدود کالا‌های نفتی بوده است. اما سیاست خارجی دولت سیزدهم برای ایجاد تعامل و بهبود جایگاه اقتصادی جمهوری اسلامی ایران و جبران فرصت‌های ازدست‌رفته نگاه ویژه‌ای به آمریکای لاتین دارد و به دنبال ایجاد روابط همه‌جانبه با این منطقه است. پژوهش از نوع کیفی، گونه قیاسی فرضیه محور، با روش مقایسه‌ای و شیوه گردآوری اطلاعات بر اساس منابع کتابخانه‌ای و همچنین انجام مصاحبه‌های تخصصی نیمه ساختارمند است.

economic diplomacy of the islamic republic of iran in latin america: a comparative study of the 12th and 13th governments

economic diplomacy refers to the use of political tools to take advantage of economic opportunities. international players use this strategy for their economic and financial development. the islamic republic of iran has used this method in various periods to promote and improve its economic situation and has had special methods in relation to different regions of the world, among which latin america has a special place in iran’s economic diplomacy for political and economic reasons. however, this article seeks to answer the question of how the economic actions of the 12th and 13th governments were in latin america. the findings of the research show that economic diplomacy and promotion of economic relations with latin america did not have a place in the foreign policy of the 12th government until trump withdrew from the joint comprehensive plan of action (jcpoa), and after that it was focused on the limited sale of petroleum products. however, the foreign policy of the 13th government has a special view on latin america in order to create interaction and improve the economic position of the islamic republic of iran and compensate for lost opportunities, and seeks to establish comprehensive relations with this region. the research is of a qualitative type, a hypothesis-oriented comparative type, with a comparative method and a method of collecting information based on library sources and also conducting semi-structured specialized interviews.
