سناریوهای سیاستی توسعه صادرات پتروشیمی در افق 1414 با رویکردی آینده‌پژوهانه

صادرات محصولات غیر نفتی همچون پتروشیمی سهم بالایی در اقتصاد کشور دارد و اینکه ایران با توجه به منابعی و امتیازی که در این زمینه دارد هنوز نتوانسته از همه‌ی ظرفیت خود در تولید و صادرات محصولات پتروشیمی استفاده کند بنابراین باید در این صنعت برنامه‌ریزی و خط‌مشی مناسب در حوزه صادرات صورت پذیرد. از اینرو هدف پژوهش حاضر طراحی سناریوهای سیاستی توسعه صادرات پتروشیمی تا سال 1414 باست. نمونه آماری 12 نفری از خبرگان جهت مصاحبه و نمونه آماری 24 نفری در سال 1401 برای تکمیل پرسشنامه انتخاب گردیدند. در این پژوهش از روش سناریونویسی مبتنی بر تحلیل اثرات متقابل استفاده شد. در میان یافته‌های به دست آمده 26 عامل به عنوان پیشران‌های اصلی سیاستی توسعه صادرات پتروشیمی از طریق تحلیل مضمون شناسایی شد. با به کارگیری نرم‌افزار میک‌مک عوامل یادشده تحلیل شدند. در یافته‌های پژوهش، هشت متغیر به عنوان پیشران‌های کلیدی که کمترین اثرپذیری و بیشترین اثرگذاری را در توسعه صادرات پتروشیمی داشتند، شناسایی شدند. سپس متغیرهای بدست آمده، وارد نرم‌افزار سناریو ویزارد شد و چهار سناریوی بازی جوانمردانه؛ قهرمان بازنده؛ واگذاری زمین و مرگ خاموش به‌عنوان سناریوهای محوری آینده توسعه صادرات محصولات پتروشیمی کشور تدوین شدند. در پایان سناریوهای تدوین شده با پیشینه مقایسه و تحلیل گردید. نتایج و یافته‌های حاصل از این پژوهش می تواند بستر مناسبی را در اختیار سیاست گذاران و مدیران حوزه صادرات پتروشیمی قرار دهد تا مفاهمه بین سیاستگذاران، با درک و چشم اندازی از آینده همراه باشد.

policy scenarios for the development of petrochemical exports in the horizon of 1414 with a forward-looking approach

one of the most important drawing strategies in the country’s upstream documents is the development of petrochemical exports, which means that moving towards increasing petrochemical exports requires a change of attitude in the structure and relevant institutions and policies. the aim of the current research is to design policy scenarios for the development of petrochemical exports until 1414 bast. a statistical sample of 12 experts was selected for interview and a statistical sample of 24 people was selected in 1401 to complete the questionnaire. in this research, the scenario development method based on mutual effects analysis was used. among the findings, 26 factors were identified as the main policy drivers of petrochemical export development through thematic analysis. the mentioned factors were analyzed by using micmac software. in the findings of the research, eight variables were identified as the key drivers that had the least effect and the most effect in the development of petrochemical exports. then the obtained variables were entered into the scenario wizard software and four fair game scenarios; the loser champion; land transfer and silent death were formulated as the main scenarios for the future development of the export of petrochemical products in the country. at the end, the developed scenarios were compared and analyzed with the background. the results and findings of this research can provide a suitable platform for policy makers and managers in the field of petrochemical exports so that understanding between policy makers is accompanied by an understanding and vision of the future.
