تحلیل کارکردهای وزارت علوم، تحقیقات و فناوری در نظام ملی نوآوری

وزارت علوم، تحقیقات و فناوری و بازیگران زیرمجموعه آن به عنوان یکی از زیرنظام‌های مهم در نظام ملی نوآوری، نقش کلیدی در ساختار، کارکردها و عملکرد نظام ملی نوآوری ایفا می‌کنند. در همین راستا، پژوهش حاضر با هدف شناسایی و اولویت بندی کارکردها و زیرکارکردهای وزارت علوم، تحقیقات و فناوری در نظام ملی نوآوری انجام شده است. این پژوهش از نظر روش شناسی یک پژوهش آمیخته است که در بخش کیفی از تحلیل مضمون و در بخش کمی از تحلیل اهمیت- عملکرد بهره برده است. در بخش کیفی، بررسی اسناد بین المللی، قوانین و مقررات و اسناد بالادستی و تحلیل داده های مرتبط با گروه های کانونی با ذینفعان مختلف منجر به تهیه فهرستی از 60 زیرکارکرد ذیل 7 کارکرد اصلی وزارت علوم، تحقیقات و فناوری گردید. سپس، برای دستیابی به زیرکارکردهای اولویت‌دار وزارت علوم، تحقیقات و فناوری، پرسشنامه اهمیت- عملکرد برای دانشگاه‌ها، پژوهشگاه‌ها و پارک‌های علم و فناوری ارسال گردید و 33 پرسشنامه تکمیل شده جمع‌آوری شد. براساس تحلیل اهمیت-عملکرد، 40 زیرکارکرد به عنوان زیرکارکردهای اولویت‌دار (عملکرد پایین و اهمیت بالا) وزارت علوم، تحقیقات و فناوری انتخاب شدند. شناسایی زیرکارکردهای اولویت دار وزارت علوم، تحقیقات و فناوری می تواند مبنایی برای تحلیل کارکردی و عملکردی دقیق تر و اثربخش تر و تدوین سیاست ها و برنامه ها در راستای تقویت نقش این وزارت در نظام ملی نوآوری باشد.

analysis of the functions of the ministry of science, research and technology in the national innovation system

the ministry of science, research and technology and its subordinate actors, as one of the crucial sub-systems in the national innovation system, play a vital role in the structure, functions, and performance of the national innovation system. in this regard, the current research was conducted with the aim of identifying and prioritizing the functions and sub-functions of the ministry of science, research, and technology in the national innovation system. in terms of methodology, this research is mixed research that has benefited from thematic analysis in the qualitative part and importance-performance analysis in the quantitative part. in the qualitative part, the review of international documents, laws and regulations, and upstream documents and the analysis of data related to focus groups with different stakeholders led to the preparation of a list of 60 sub-functions under the 7 main functions of the ministry of science, research, and technology. then, to achieve the priority sub-functions of the ministry of science, research, and technology, the importance-performance questionnaire was sent to universities, research institutes, and science and technology parks, and 33 completed questionnaires were collected. based on the importance-performance analysis, 40 sub-functions were selected as priority sub-functions (low performance and high importance) of the ministry of science, research and technology. identifying the priority sub-functions of the ministry of science, research and technology can be a basis for a more accurate functional and performance analysis and formulation of policies and programs in order to strengthen the role of this ministry in the national innovation system.
