تبیین تصمیم گیری در خصوص تغییر خط‌مشی صدور پروانه وکالت در فرایند تصویب «قانون تسهیل صدور مجوزهای کسب‌وکار»

تغییر خط مشی فرایندی دشوار و چندبعدی بوده و به همین دلیل یکی از را ه های معمول برای تبیین آن بهره جستن از نظریه های تغییر خط مشی است.هدف این مقاله، بررسی و تحلیل فرایند تصویب قانون «تسهیل صدور مجزوهای کسب‌وکار» با استفاده از چارچوب ائتلاف مدافع ساباتیه و جنکینز- اسمیت است. در این پروهش از راهبرد پژوهش کیفی مبتنی بر جمع‌آوری داده‌های متنی و تحلیل محتوای تماتیک و برای تحلیل داده‌ها، از تحلیل محتوای کیفی استفاده شده است. قانون مذکور از چند بخش تشکیل شده است که این مقاله به تبیین بخش مرتبط با تغییر خط‌مشی صدور پروانه وکالت اختصاص دارد. پژوهش حاضر این موضوع را توضیح می‌دهد که فرایند تغییر خط‌مشی مذکور، از رهگذار ظهور ائتلاف‌های مختلف، رقابت آن‌ها با یکدیگر و ایجاد تغییرات پویا در آن به‌منظور هماهنگی با تغییرات بیرونی قابل توضیح است. این مقاله توضیح می‌دهد که چگونه یادگیری و تغییر رویکرد سیاست‌گذاران نسبت به خط‌مشی صدور پروانه وکالت، سبب تقویت ائتلاف موافقان و در نهایت تصویب و ابلاغ قانون شده است.همچنین درپژوهش پیش رِو، بن بست های سیاستی موجود در فرایند تغییر خط مشی صدور پروانه وکالت بررسی شده و نشان داده می شود که چگونه انسداد تغییر در مرتبه اول موجب توقف فرایند شده و در 2 مرتبه بعد خط مشی گذاران با تعدیل تغییر توانستند مسیر تغییر فرایند را تا انتها بپیمایند.

explaining the change of issuing attorney’s license policy decision making in the process of approving the “ocupational licensing facilitation” law

policy change is inherently a complex and multidimensional process, and for this reason, one of the usual ways to explain it is to use policy change theories. the purpose of this article is to review and analyze the process of approving the ocupational licensing facilitation law by using the sabatier and jenkins-smith’s advocacy coalition framework. in this study, a qualitative research strategy based on textual data collection and thematic content analysis was used, and qualitative content analysis was used for data analysis. the aforementioned law consists of several parts, this article explains the part that is related to the change of the issuing attorney’s license policy. the current research explains that the policy change process can be explained by the emergence of different coalitions, their competition with each other and dynamic changes in it in order to coordinate with external changes. the current research explains that the policy change process can be explained by the emergence of different coalitions, their competition with each other and dynamic changes in it in order to coordinate with external changes. this article explains how learning and changing the approach of policymakers towards the policy of issuing attorney’s license has strengthened the coalition of supporters and finally approved and promulgated the law.
