ارائه الگوی به‌کارگیری ابزار خرید دولتی برای تولید بار اول اقلام راهبردی فناورانه

یکی از کلیدی‌ترین سیاست‌های نوآوری در عصر حاضر استفاده از خریدهای بخش عمومی به‌عنوان ابزاری برای توسعه فناوری است. این سیاست‌ها به‌خصوص در سال‌های اخیر در ایران نیز مورد توجه قرارگرفته است. به‌طوری ‌که برنامه‌های گوناگونی برای تحقق آن طراحی و اجرای شده است که برنامه تولید بار اول اقلام راهبردی معاونت علمی، فناوری و اقتصاد دانش‌بنیان ریاست جمهوری یکی از آن‌ها است. پژوهش حاضر قصد دارد تا از رهگذر مطالعه این برنامه، الگویی را برای به‌کارگیری ابزار خریدهای دولتی برای تولید بار اول اقلام فناورانه راهبردی ارائه نماید. بدین‌منظور با 23 نفر از صاحب‌نظران مصاحبه شده است و با تکیه‌بر روش تحلیل مضمون، مقوله‌های مربوطه استخراج‌شده است. سپس الگویی برای تبیین و توصیف به‌کارگیری ابزار خریدهای دولتی که بتواند به تولید اقلام فناورانه و راهبردی فاقد مشابه داخلی بیانجامد، طراحی‌شده است. سه رکن اصلی این الگو توانمندسازی طرف عرضه، توانمندسازی طرف تقاضا و نیز حمایت از قرارداد میان آن‌ها است. در پایان نیز پیشنهادهای سیاستی به‌منظور ارتقاء برنامه‌هایی که برای اجرای سیاست‌های مذکور اجرا می‌شوند، ارائه‌شده است که ارتقاء هماهنگی صف و ستاد در سازمان‌ها، توجه به ارتباطات بین‌المللی، ایجاد سازوکار بیمه تولید بار اول، بهره‌گیری از فهرست بلند تامین‌کنندگان و تعیین سرفصل بودجه‌ای از آن جمله است.

developing a model of using government procurement tools for the first-time production of strategic and technological goods

one of the important innovation policies in the current era is the use of publicprocurement as a tool for technology development. these policies have receivedattention in iran, especially in recent years, and various programs have been designedand implemented to realize it, one of which is the program for the first-time productionof strategic items implemented by the deputy for science, technology, and knowledgebasedeconomy. this study aims to provide a model for using government procurementtools for the first-time production of strategic technological items through the study ofthis program. for this purpose, 23 experts were interviewed, and relevant themes wereextracted based on the thematic content analysis method. then, a model was designedto explain and describe the use of government procurement tools that can lead to theproduction of technological and strategic items with no domestic counterparts. the threemain components of this model included: empowering the supply side, empoweringthe demand side, and supporting the contract between them. for improving theimplementation of these programs, it is recommended to improve the coordination ofstaff and lines in organizations, pay attention to international relations, create a firsttimeproduction insurance mechanism, take advantage of a long list of suppliers, anddetermine the budget headings.
