الزامات سیاستی جهت پیاده سازی سازوکارهای پرداخت پژوهانه به دانشجویان دکتری به‌عنوان پژوهشگران تمام‌وقت

دانشجویان دوره دکترا در نظام های آموزش عالی برتر در دنیا به عنوان شغل پژوهشگر شناخته می شوند. در دوره های روزانه دولتی، پژوهشگران به ازاء این تلاش علمی حقوق دریافت می کنند. نظام تامین مالی برای دوره های دکترا در دانشگاه های دنیا تابع ضوابط مشخصی می باشد. در ایران هم اکنون چنین شرایطی وجود ندارد و دانشجویان دوره دکترا، همچون دانشجویان دوره کارشناسی حضور کوتاهی در دانشگاه دارند و به مثابه محصل می باشند و به عنوان پژوهشگر تمام وقت قلمداد نمی شوند. جذب آنها نیز تابع فرایند عمومی گزینش علمی می باشد. در این تحقیق بر اساس روش مطالعه موردی سعی می گردد دلالت های سیاستی برای جاری سازی نظام تامین مالی مبتنی بر گرنت از محل منابع وزارت علوم، تحقیقات و فناوری با توجه به محدودیت های موجود در کشور برای دانشجویان دوره روزانه دولتی مقطع دکترا بررسی گردد. در الگوی سیاستی ارائه شده در این مقاله 14 الزام سیاستی در سه بعد سازوکارهای تخصیص گرنت، تامین مالی پایدار و شناسایی و ارزیابی طرح های هزینه کرد گرنت ارائه شده است. 4 الزام مرتبط با نحوه پایدارسازی منابع مالی جهت تخصیص پژوهانه، 6 الزام مرتبط با چگونگی تخصیص منابع مالی در دسترس به فعالیت های پژوهشی دانشجویان دکتری و 4 الزام سیاستی مرتبط با شناسایی و ارزیابی طرح های نیازمحور و دارای تقاضاست.

phd students in the best higher education systems in the world are known as researchers. also phd students receive salaries for this scientific effort. the funding system for phd students in the best universities is an important subject. in iran, phd students like undergraduate students, are not full-time researchers. for this reason, it is difficult to put the research activities of phd students in the universities in the direction of solving problems, focusing on needs and responding to demands, and the applicability of research results in this academic period is limited in iran. in this research, based on the case study method and with data collection tools such as interviews with experts and previous studies, the policy requirements presented for implementing the grant-based financing system from the financial sources of the ministry of science, research and technology. in the policy model presented in this article, 14 policy requirements are presented in the three dimensions of research allocation mechanisms, stable financing, and identification and evaluation of grant-based research projects. there are 4 requirements related to how to stabilize financial resources for research allocation, 6 requirements related to how to allocate available financial resources to the research activities of phd students, and 4 policy requirements related to identifying and evaluating projects which attracted grant.
