ارائه چارچوب هماهنگی سیاست های اقتصادی در سطح استانی (مورد مطالعه: معاونت هماهنگی امور اقتصادی استانداری های کشور)

یکی از مهم‌ترین چالش‌های اداره امور عمومی هماهنگی دستگاه‌های گوناگون در راستای تحقق اهداف ملی و استانی است. خط‌مشی‌های توسعه‌ای نیازمند همگام‌سازی تلاش‌ها و تعامل موثر بین دستگاه‌های اقتصادی در استان‌ها است. هدف از پژوهش حاضر ارائه چارچوب هماهنگی سیاست های اقتصادی در سطح استانی است. روش تحقیق کیفی و مبتنی بر نظریه‌پردازی داده‌بنیاد است. برای گردآوری اطلاعات از مصاحبه‌های نیمه ساختار‌یافته استفاده شد و تجزیه و تحلیل اطلاعات به روش استراوس و کوربین و مدل پارادایمی انجام گرفته است. نمونه‌گیری به روش نظری و با بهره‌مندی از تکنیک های هدفمند (قضاوتی) و گلوله برفی (زنجیره ای) صورت پذیرفته که بر مبنای آن 26 مصاحبه با معاونین اسبق و فعلی هماهنگی امور اقتصادی استانداری‌ها و خبرگان رشته مدیریت و سیاست‌گذاری عمومی به عمل آمد. نتایج تحلیل داده‌های به دست آمده از مصاحبه‌ها طی فرآیند کدگذاری باز، محوری و انتخابی منجر به ارائه چارچوب هماهنگی سیاست‌های اقتصادی در سطح استانی بر مبنای نظریه پردازی داده بنیاد شامل 6 بعد و 51 مفهوم و 185 کد گردید. معاونین هماهنگی امور اقتصادی استانداری‌ها با درک و شناسایی شرایط علی هماهنگی سیاست‌ها و دستگاه‌های اقتصادی و بهبود شرایط زمینه ای، می توانند راهبردهایی نظیر قدرت اقناعی، مصوبات شورایی، تعهد به تصمیمات جمعی، خلق ارتباطات اثربخش، فراست سیاسی، الزام بازخورد و ارزیابی منظم را با در نظر گرفتن شرایط مداخله گر اتخاذ کنند.

the framework of economic policies coordination at the provincial level (case study: deputy of economic affairs coordination of the provincial government)

one of the most important challenges of public affairs administration is coordinating various institutions to achieve national and provincial goals. policies based on development require synchronization of efforts and effective interaction between economic institutions in the provinces. the purpose of this research is to provide a framework for the coordination of economic policies at the provincial level. the research method is qualitative and based on data-based theorizing. semi-structured interviews were used to collect information. data analysis has been done using strauss and corbin method and paradigm model. sampling was done theoretically and with the benefit of purposeful (judgmental) and snowball (chain) techniques, based on which 26 interviews were conducted with former and current deputy heads of economic affairs coordination of governorates and experts in the fields of management and politics. the public announcement was made. the results of data analysis from the interviews during the process of open, central, and selective coding led to the presentation of the coordination framework of economic policies at the provincial level based on data-based theorizing, including 6 dimensions, 51 concepts, and 185 codes. by understanding and identifying the causal conditions for the coordination of economic policies and institutions and improving the background conditions, the deputy coordinators of economic affairs of the governorates can use strategies such as persuasive power, council approvals, commitment to collective decisions, creating effective communication, political frost, requiring feedback, and adopt a continuous evaluation taking into account the interfering conditions.
