پدیدارشناسی موانع اجرای حکمرانی مشارکتی در نهادهای آموزشی و پژوهشی

پژوهش حاضر با هدف بررسی موانع اجرای حکمرانی مشارکتی در نهادهای آموزشی و پژوهشی انجام شده تا راهکار‌هایی برای مدیران و ذی‌نفعان در آموزش عالی ارائه دهد. برای دستیابی به هدف تحقیق، ابتدا ادبیات موجود، شامل تاریخچه، تعاریف و زمینه‌های موانع اجرای حکمرانی مشارکتی در نهادهای آموزشی و پژوهشی مطالعه شده است و با انجام فرایند تعلیق پدیدارشناسانه و تنظیم پروتکل مصاحبه، با 15 نفر از خبرگان، مصاحبه عمیق صورت گرفت و سپس داده‌ها با استفاده از روش تحلیل مضمون، کدگذاری شد. با دسته‌بندی 134 کد اولیه، 24 زیر مضمون و چهار مضمون نهایی به دست آمد. قلمرو زمانی و مکانی پژوهش نیز به ترتیب، سال 1401 و ذی‌نفعان مختلف آموزش عالی کشور بوده است. با توجه به کدگذاری صورت‌گرفته و مقوله‌های احصا شده، موانع پیاده‌سازی حکمرانی مشارکتی در نهادهای آموزشی و پژوهشی شامل چهار مقوله، 1- ساختاری، 2- مدیریتی، 3- سیاسی، فرهنگی و اجتماعی و فردی است که هرکدام از زیر مولفه‌هایی تشکیل شده‌اند. عوامل و مولفه‌های چالش‌های اجرایی طرح‌های حکمرانی مشارکتی به سطح کلان، سیاست‌گذاری و تدوین سیاست‌ها و در همین راستا به زمینه‌سازی، ایجاد فرهنگ مشارکتی و تعیین دقیق برنامه‌ها و ابزارهای آن، جهت مشارکت دادن ذی‌نفعان و افراد فعال در این زمینه بر می‌گردد. از طرف دیگر نتایج نشان داد که موانع هم در سطح کلان و هم در سطح خرد باعث عدم اجرای موفقیت‌آمیز حکمرانی مشارکتی در نهادهای آموزشی و پژوهشی کشور شده است که در راستای رفع آن‌ها باید با اتخاذ رویکرد دوطرفه از بالا به پایین و بالعکس در جهت اجرایی‌سازی این مهم اقدام نمود.

phenomenology of barriers to participatory governance in educational and research institutions

the present study aims to investigate the barriers to the implementation of participatory governance in educational and research institutions in iran to provide solutions for managers and beneficiaries in higher education. this study was conducted in 2022. by the literature review, the background, definitions, and the areas in which the implementation of participatory governance in educational and research institutions can be inhibited were first investigated. then, by a phenomenological reduction technique and using in-depth interviews with 15 experts, data were collected and analyzed using thematic analysis method. by categorizing 134 initial codes, 24 sub-themes and four themes were obtained. the barriers to the implementation of participatory governance in educational and research institutions of iran were: (a) structural, (b) managerial, (c) political/cultural/ social and (d) individual , each of which had different components. the factors and components of the implementation challenges of participatory governance plans go back to the macro level, policymaking and policy formulation, and in the same direction, to create the context, create a participatory culture and precisely determine its programs and tools, in order to involve stakeholders and active people in this field. the results showed that barriers in both macro and micro levels caused the lack of successful implementation of participatory governance in educational and research institutions of iran. to solve them, it is necessary to take a two-way approach from top-down to bottom-up approaches or vice versa.
