بررسی و تحلیل چالش های توسعه فناورانه توان داخلی در صنعت نفت و گاز کشور و ارائه توصیه های سیاستی

امروزه برخلاف جذابیت‌ها و توانمندی‌های بسیار زیاد در صنعت نفت و گاز کشور از لحاظ فناوری و نیروی انسانی، حجم بسیار زیادی از ظرفیت‌های داخلی بلااستفاده مانده است و نیاز است تا ضمن اتخاذ سیاست‌های مناسب توسعه صنعتی، علاوه بر ارتقاء توان فناورانه داخل، به شکل-گیری بازار و در نتیجه رشد اقتصادی کشور توجه ویژه شود. هدف پژوهش حاضر، احصاء چالش-های توسعه فناورانه توان داخل در صنعت نفت و گاز کشور و ارائه توصیه‌های سیاستی به تصمیم-گیرندگان و سیاستگذاران این بخش می‌باشد. تحقیق حاضر از نظر هدف، کاربردی و از نظر شیوه گردآوری داده‌ها و اطلاعات توصیفی و از نوع پیمایشی بوده است. این پژوهش یک مطالعه موردی است که در بازه زمانی اردیبهشت‌ماه 1398 تا آبان ماه1400 انجام شده است و در آن ضمن مطالعات کتابخانه‌ای، از نشست‌های تخصصی با 28 نفر از خبرگان این صنعت در راستای هدف تحقیق استفاده شده و به شناسایی چالش‌ها و ارائه توصیه‌های سیاستی می‌پردازد. چالش‌های شناسایی شده، در پنج دسته قانون‌گذاری و تنظیم‌گری، تامین مالی، توانمندی بخش خصوصی، سرمایه انسانی و سیاست توسعه صنعتی تقسیم شده‌اند. براساس یافته‌های تحقیق، ارتقاء دانش امورحقوقی، قراردادی و دیپلماسی مناسب انرژی در قراردادهای بین المللی، ارتقاء ظرفیت جذب فناوری و همکاری فناورانه شرکت‌های داخلی و همچنین ارزیابی مدیران ارشد صنعت و نفت گاز براساس شاخص‌های توسعه توان داخلی از مهمترین توصیه‌های سیاستی ارائه شده است.

investigate the challenges of technological local content development in oil and gas industry and provide policy recommendations

iran’s oil and natural gas sector has a huge potential in natural, human and physical resources and is also considered the driver of the national economy. such a dependency and lack of proper exploitation of domestic capabilities, especially in upstream industries, are problematic issues in the economic growth and development of iran. this study aims to identify the obstacles to domestic oil and gas technological development and provides policy advice to decision-makers. this paper is applied in terms of purpose and descriptive and survey in terms of the data collection method. in this research, we used the case study method, and analyze the challenges of domestic manufacturing development in the oil and gas industry, then the policy recommendations are presented. the identified challenges are divided into five categories: legislative and regulatory challenges, financing challenges, private sector empowerment challenges, human capital challenges, and industrial development policy challenges. results show that improving the knowledge of contract law and appropriate energy diplomacy in international contracts, improving the technology absorption capacity and technological cooperation of domestic companies, and evaluating senior managers based on domestic manufacturing development indicators are the most important policy recommendations.
