تحلیل چالش‌های ساختاری و نهادی ستادهای توسعه فناوری معاونت علمی، فناوری و اقتصاد دانش بنیان

آسیب‌شناسی ستادهای توسعه فناوری معاونت علمی و فناوری ریاست‌جمهوری با توجه به تجربه بیش از یک دهه و نیز تجارب دیگر کشورها حائز اهمیت است. در این پژوهش کیفی به گردآوری داده از طریق مطالعه اسناد کتابخانه‌ای و مصاحبه نیمه‌ساختاریافته با دبیران و کارشناسان ستادهای توسعه فناوری‌، مدیران فعلی و سابق صندوق‌ها و سایر افراد فعال و مطلع در نهادهای مرتبط علم و فناوری پرداخته‌شده‌است. علی‌رغم تجربیات موردی موفقیت‌آمیز ستادها در توسعه فناوری، این ستادها با چالش‌هایی در تحقق ماموریت‌های خود مواجهند. مسئولیت‌های ستادها و اثربخشی فعالیت‌های آن‌ها شفاف نیست و با چالش‌های ‏مختلفی از جمله محدودیت منابع و پراکنده بودن آن‌ها، سلیقه‌محور بودن سازوکارهای تجهیز منابع برای طرح‌ها، اولویت‌بندی نامناسب و با تاخیر فناوری‌ها و نامشخص بودن مرز مسئولیت‌ها در مقابل دیگر نهادهای متولی ‏مواجه‌اند. در راستای حل این چالش‌ها، در ارتباط با بخش پیشینه پژوهش، راهکارهایی نظیر ارزیابی، تشکیل و انحلال ستادهای توسعه فناوری از طریق تاسیس ساختار چابک و فراسازمانی بالادستی، ارائه طرح‌های پیشنهادی توسعه زیست‌بوم نوآوری توسط ستادها ، ایجاد موافقت‌نامه چندجانبه میان ستاد، وزارتخانه مرتبط، سازمان برنامه‌وبودجه و معرفی مدلی برای دسته‌بندی ستادها پیشنهاد شده ‌است.

analysis of structural and institutional challenges oftechnology development president’s council of advisors on science, technology, and knowledge-based economy

the pathology of technology development president’s council is crucial concerning over a decade of experience in iran and other countries. in this qualitative study, data have collected through library document review and semi-structured interviews with secretaries, experts from technology development councils, current and previous managers of funds agencies, and other knowledgeable and active individuals in relevantscience and technology institutions. despite the successful experiences of these councils in technology development, they face challenges in fulfilling their missions. their responsibilities and effectiveness are not transparent, and they face several challenges,including limited and scattered resources, subjective mechanisms for resource allocation to projects, inappropriate and delayed prioritization of technologies, and ambiguity regarding responsibility boundaries with respect to other science and technology institutions. several solutions have been proposed to address these issues in the context of the research background. these solutions include analysis, formation, and dissolution of innovation agencies through the formation of an agile structure and upstream organization, providing proposals for innovation ecosystem development by the agencies, the establishment of multilateral agreements between each agency, the relevant ministry, and the plan andbudget organization, and introduction of a model for categorizing innovation agencies.
