تصویرپردازی از ابعاد و مختصات ابزارهای خط‌مشی عمومی و ارائه توصیه‌های سیاستی برای ارتقای نظام خط‌مشی‌گذاری ملی

لازمه تحلیل صحیح از فرآیند خط‌مشی‌گذاری، داشتن شناخت و فهم جامع از ابزارهای خط‌مشی است. سوال اصلی و مهم پژوهش حاضر این است که ابعاد و مختصات ابزارهای خط‌مشی به‌عنوان یک حوزه مطالعاتی جدید چیست؟ برای پاسخ به سوال مذکور تلاش می‌شود با بهره‌گیری از روش مرور نظام‌مند ادبیات تصویر کلان از ابعاد و مختصات مطالعات ابزارشناسی در علم خط‌مشی عمومی ارائه شود. با بهره‌گیری از روش مرور نظام‌مند ابتدا 526 اثر علمی خارجی شناسایی شدند و با انجام غربالگری آثار علمی طی چند مرحله 38 اثر علمی برای تحلیل انتخاب شدند. در مرحله تحلیل یافته‌ها با بهره‌گیری از روش ترکیب مضمونی، 108 مفهوم شناسایی شدند و ذیل 27 مقوله دسته‌بندی شدند و در نهایت ذیل شش محور کلان مفهوم‌شناسی ابزارهای خط‌مشی، جایگاه ابزارهای در مطالعات خط‌مشی عمومی، گونه‌شناسی ابزارهای خط‌مشی، ویژگی‌های ابزارهای خط‌مشی، عوامل موثر بر ابزارهای خط‌مشی و حوزه‌های نوین و آینده مطالعات ابزارهای خط‌مشی قرار گرفتند. جهت آینده مطالعات حوزه ابزارها خط‌مشی برای تاثیرگذاری بیشتر ابزارها باتوجه‌به درک ماهیت پیچیده رفتار انسان از طریق علوم رفتاری و بازاریابی اجتماعی و تمرکز بر مطالعات آزمایشگاهی و تجربی و هوشمندسازی و دیجیتالی شدن ابزارها برای بهینه‌سازی ابزارهای خط‌مشی است. اصلاح نگاه تک ابزاری در نهادهای تصمیم‌گیر، طراحی پیوست ابزاری برای سیاست‌ها، قوانین و برنامه‌ها، ابزارسازی برای ارتقای مشارکت‌های مردمی و بخش سوم و هوشمندسازی ابزارها باتوجه‌به اقتضائات نظام سیاستگذاری ملی از جمله توصیه‌های سیاستی بر اساس مطالعات ابزار خط‌مشی برای ارتقای نظام حکمرانی و خط‌مشی‌گذاری کشور است

visualize the dimensions and characteristics of policy instrument and provide policy recommendations to improve the national policy system

correct analysis of the policy-making process requires a comprehensive knowledge and understanding of policy-making instruments. the main question of the present study is what are the scope and dimensions of policy instrument as a new field of study?. in the present study, due to the importance of this issue, using the method of systematic literature review, we presenting big picture of the instrumental studies scope in public policy studies. using the systematic literature review method, 526 foreign scientific documents were first identified and 38 scientific texts were selected for analysis by screening scientific documents in several stages. in the analysis phase, using the thematic synthesis method, 108 concepts were identified and classified into 27 categories. finally, under the six major axes of conceptualization of policy instruments, position of instruments in public policy studies, taxonomy of policy instruments, characteristics of policy instruments, factors affecting policy instruments and new areas and future of policy instruments study. the future direction of studies in this field is to pay attention to understanding the complex nature of human behavior through behavioral sciences and social marketing and focus on laboratory and experimental studies and smartening and digitizing tools to optimize policy instrument. improving the one-tool approach in decision-making institutions, designing an instrumental appendix for policies, laws and programs, building tools to promote public participation and the third part and smartening tools according to the requirements of the national policy system, including policy recommendations based on policy tool studies to improve national governance and policy-making
