تحلیل اسناد راهبردی آمریکا (استراتژی امنیت ملی، استراتژی دفاع ملی و استراتژی نظامی ملی)

دولت‌ها با انتشار اسناد راهبردی تلاش می‌کنند تا توضیح دهند که جایگاه کشور در دنیا از نگاه آنها چگونه است و با چه ابزاری به دنبال دست‌یابی به آن اهداف هستند. با توجه به آنکه اهداف و اقدامات آمریکا به‌طور مستقیم و غیرمستقیم منافع ایران را تحت تاثیر قرار می‌دهد، بررسی اسناد راهبردی و فهم ادراکات این کشور ضروری است. لذا سوال تحقیق آن است که محتوای اسناد راهبردی آمریکا چگونه است؟ ماهیت این تحقیق توصیفی-تحلیلی از نوع مطالعه موردی کیفی می‌باشد و از روش تجزیه و تحلیل محتوای کیفی برای بررسی موضوع مدنظر استفاده شده است. جامعه آماری این پژوهش اسناد راهبردی اخیر این بازیگر می‌باشد. برای بررسی این موضوع سعی شده است که مفاهیم اساسی از ادبیات موجود و اسناد راهبردی استخراج شود. پنج مقوله اصلی که در این بررسی استفاده شده‌اند شامل «دیدگاه استراتژیک»، «اهداف و منافع»، «تهدیدات»، «ابزارها» و «روش‌های اقدام» هستند و تعداد زیر مقوله‌های فرعی 14 و زیر مقوله‌های فرعی سطح دو نیز 58 مورد می‌باشند. یافته‌های حاصل از بررسی اسناد راهبردی آمریکا نشان می‌دهد که این بازیگر جهان را به شدت رقابتی می‌بینند. تمرکز آمریکا در اهداف به «بهبود توانایی و نقش‌آفرینی دیپلماتیک با تاکید بر تسهیم بار مسئولیت» و «بهبود توان نظامی و همکاری‌های نظامی» در تهدیدات به «نظامی پایین‌تر از حد متعارف و غیرنظامی خشونت‌آمیز و غیر خشونت آمیز»، در ابزارها به «ابزار نظامی و دیپلماسی» و در روش‌های به‌کارگیری از ابزارها نیز در رویکرد به «آمادگی و ترغیب کردن» و در شیوه اقدام به «یک‌ جانبه‌گرایی یا چند جانبه گرایی دروغین» است.

Analysis of US Strategic Documents (National Security Strategy, National Defense Strategy, and National Military Strategy)

Given that the goals and actions of the US, directly and indirectly, affect Iran’s interests, it is necessary to review the strategic documents and understand the perceptions of this actor. Therefore, the research question is, how is the content of the strategic documents of the US? The nature of this descriptive-analytical research is from type a qualitative case study and the method of qualitative content analysis has been used to investigate the subject. The statistical population of this project is the recent strategic documents of the US. To investigate this issue, an attempt has been made to extract basic concepts from the existing literature and strategic documents. The five main categories used in this study include Strategic Perspective, Interests and Objectives, Threats, Tools and Methods of Action, and the number of sub-categories 14 and sub-categories of level two 58 is the case. Findings from a review of US strategic documents show that this actor sees the world as highly competitive. The US focus is on improving diplomatic capabilities and role-playing by emphasizing the sharing the burden of responsibility and improving military capability and military cooperation in threats of military- below-conventional threat and non-military- violent and non-violent threat in tools to military and diplomatic tools, and in how to use the tools, is in the approach to preparation and Induce and in methods of action unilateralism or false multilateralism.
