استخراج و اولویت‌بندی راهبردهای دست یابی به مرجعیت علمی در ایران با رویکرد مدل‌ سازی ساختاری تفسیری

این پژوهش به دنبال استخراج و اولویت‌بندی راهبردهای دست یابی به مرجعیت علمی در ایران بر مبنای اسناد بالادستی کشور است.این پژوهش ازنظر هدف، کاربردی و ازنظر روش، توصیفی تحلیلی است. با روش سندکاوی به بررسی محتوای اسناد مرتبط با علم و فناوری، راهبردها و اقدامات مشترک برای دست یابی به مرجعیت استخراج و تعامل و ارتباطات آنها با پرسشنامه از متخصصان این حوزه نظرسنجی انجام و به ‌منظور تحلیل یافته‌ها نیز از رویکرد «مدل‌سازی ساختاری تفسیری» بهره گرفته شد.براساس بررسی‌های صورت گرفته برخی راهبردها به ‌شدت متاثر از پیشبرد سایر اقدامات هستند به‌ نحوی ‌که خروجی و پیامد توجه به سایر راهبردها، دستاوردهای زیر را در پی خواهد داشت ازجمله: «اصلاح برنامه‌ها و روش‌های آموزشی و ارتقاء کمی و کیفی مراکز و فعالیت‌های پژوهشی» و «توسعه و تقویت شبکه‌های ارتباطات ملی و فراملی میان دانشگاه‌ها، مراکز علمی، دانشمندان و پژوهشگران و بنگاه‌های توسعه فناوری و نوآوری». تمرکز دقیق بر برخی راهبردها مانند «ارتقای سطح مطلوب تولید علم» و «ارتقای بهره‌وری منابع انسانی موسسات علمی و پژوهشی» زمینه‌ساز دست یابی به جایگاه مطلوب در حوزه علم و فناوری در مقیاس بین‌المللی خواهد بود.

Extraction and Prioritization of Strategies for Achieving Scientific Leadership in Iran With an Interpretive Structural Modeling Approach

This study tries to extract and prioritize strategies for achieving scientific leadership in Iranbased on the country’s upstream documents. This research is applied in terms of purposeand descriptive-analytical in terms of method. Common strategies and measuresto achieve the leadership extract using the method of document mining analyzed thecontent of documents related to science and technology and examine their interactionand communication with a questionnaire from experts in this field and to analyze thefindings, used the approach of “interpretive structural modeling”. According to findings,some strategies are strongly influenced by the advancement of other measures, so thatthe output and consequences of attention to other strategies will lead to the followingachievements, these strategies including: “Improving educational programs and methodsand improving the quality and quantity of research centers and activities.” And “Developmentand strengthening of national and transnational communication networksbetween universities, scientific centers, scientists and researchers, and technology developmentand innovation firms.” Accurate focus on some strategies such as “promoting thedesired level of science production” and “improving the productivity of human resourcesof scientific and research institutes” will pave the way for achieving the desired positionin the field of science and technology on an international scale.
