فراتحلیل کیفی مطالعات شبکه در پژوهش‌های مدیریت بخش عمومی

مسائل، فرصت‌ها و امکان‌های پیشروی مدیریت بخش عمومی در عرصه‌های گوناگون در عصر کنونی از ویژگی‌های چندبعدی بودن، چند مقیاس بودن، با قابلیت پیش‌بینی محدود و دخیل بودن کنشگران مختلف در حوزه‌های بخش عمومی، خصوصی و مردمی برخوردار است. رویکرد شبکه‌ای که در سه دهه اخیر در میان پژوهشگران مدیریت بخش عمومی در دنیا با استقبال فراوانی رو به رو شده، توانسته ظرفیت نهادی مواجهه با مسائل سخت و پیچیده مدیریت بخش عمومی را فراهم کند. با این حال، سپهر پژوهش‌های مدیریت بخش عمومی در ایران نشانگر اهمیت پایین رویکرد شبکه‌ای و نیازمند تبیین ظرفیت‌های آن است. بر این اساس، پژوهش حاضر با هدف طراحی چارچوب مطالعات شبکه در مدیریت بخش عمومی و بازنمود توان‌های تحلیلی آن در مواجهه با مسائل تعریف شده است. مقاله حاضر از منظر روش‌شناسی از جمله پژوهش‌های کیفی با اتکاء به روش فراترکیب (فراتحلیل کیفی) است که با استفاده از اسناد، منابع و مطالعات کتابخانه‌ای به پیش رفته است. یافته‌های مقاله حاضر نیز نشان می‌دهد که پژوهشگران مدیریت بخش عمومی می‌تواند از شش بعد و یا منظر به موضوع شبکه‌ها ورود کرده و برای مسائل خود چاره‌جویی کنند که عبارتند از: زمینه‌ شکل‌گیری شبکه، فرآیند شکل‌گیری شبکه، ساختار شبکه، حکمرانی شبکه، مدیریت اجرایی شبکه، خروجی‌ها، پیامدها و اثرات شبکه. نتایج پژوهش حاضر نشان می‌دهد که قابلیت‌های گسترده رویکرد شبکه‌ای از مرحله تشخیص مساله تا اجرای و نظارت بر اجرای خط‌مشی‌ها و هم‌چنین مطالعات سازمانی و بین‌سازمانی می‌تواند در حل مسائل کنونی مدیریت بخش عمومی کشور در سطوح مختلف بین‌المللی تا محلی به کار آید.

Meta Synthesis of Network studies in Public Administration researches

In the present age, problems and opportunities in public administration (PA) in several areas have common features like multidimensional, multiscale, limited predictability and Involvement of various actors in the public, private sectors and NGO’s. In this Context, the way policymakers confront with complexities of problems and opportunities should be upgraded. Network approach, in the last three decades, has been widely welcomed by PA researches and provided institutional capacity to deal with tough problems. The first two decades, go around conceptualization and formulating theoretical fundamentals of network approach and last decade, PA researches focus on implementing them and evaluating consequences in solving political, economic, cultural and environmental problems in public sector. However, considering PA researches in Iran shows low importance of network approach and necessity of explaining the role of this approach and institutional capacities in PA studies. According to this, this paper is defined to designing network studies framework in PA researches and representing analytical strengths of network in in confronting with PA problems. The main question is: how is the network studies framework that can be used in PA researches?. Metasynthesis used as the method of this research and we review several related researches to design network studies framework in PA researches. The findings of this paper show that the PA researches can use six dimensions of network in their researches included: context of network formation, process of network formation, network structure, network governance, and network executive management, outputs, Consequences and impacts of network.
