رویکردی گفتمانی به فرایند شکل‌گیری یک سیاست ‌(مطالعه موردی تعرفه‌گذاری برق استخراج رمزارز)

درک پیچیدگی‌های فرایند سیاست‌گذاری و بررسی چرایی و چگونگی شکل‌گیری تصمیمات، می‌تواند زمینه را برای تدوین سیاست‌هایی اثربخش‌تر، کاراتر و ماناتر فراهم سازد. کشف الگوی موضعی شکل‌گیری سیاست‌ها در حوزه انرژی در یک مطالعه موردی خاص (تعرفه گذاری برق رمزارزها) با روش تحلیل گفتمان و روایت ذینفعان دخیل در فرایند در قالب چارچوب ائتلاف مدافع، توجیه و تفسیری است بر شیوه کنشواکنش سیاست‌گذاران و تصمیم‌سازان این حوزه. در این راستا با نرم‌افزار تحلیل اکتشافی اطلس.تی از روش تحلیل داده‌بنیاد و کدگذاری‌های مبتنی بر رویکرد استقرایی استفاده ‌می‌شود. نتایج از 11 مصاحبه میدانی نیمه‌ساختارمند با ذینفعان مختلف، 58 سند اداری و 49 متن مصاحبه و خبر منتشر شده در رسانه‌های خبری رسمی به دست آمده است. در خرده‌سیستم تعرفه‌گذاری استخراج رمزارز، از میان سه گفتمان فرصت‌نگر، تهدیدنگر و مساله‌نگر که حول هریک ائتلاف‌‌هایی شکل گرفته، گفتمان مساله‌نگر و تاکید بر تامین منافع عامه مردم غالب است که حامیان این ائتلاف اغلب در بدنه دولت حضور دارند و سیاست نهایی مبتنی بر بدیل پیشنهادی این ائتلاف شکل‌گرفته است. با تحلیل شواهد در قالب سازوکارهای علّی چارچوب ائتلاف مدافع می‌توان جرح و تعدیلات آتی این سیاست را پیش‌بینی نمود.

A discourse approach to the policymaking process (Case study of cryptocurrency mining’s electricity tariff)

Understanding the complexities of the policymaking process and examining why and how decisions are made can pave the way for more effective, efficient and sustainable policies. By discovering the local pattern of energy policymaking in a given case study (cryptocurrency mining’s electricity tariff), using the method of discourse analysis of stakeholders involved in the process in the advocacy coalition framework, actionreaction mode of policymakers and decisionmakers in this area is interpreted. Coding of data was performed based on inductive approach with Atlas.T exploratory analysis software. The results were obtained from 11 semistructured field interviews with different stakeholders, 58 administrative documents and 49 interview and news texts published in the official news media. In the cryptocurrency mining’s electricity tariff subsystem, among the three discourses: opportunistic, threatening and problematic, that coalitions are formed around each of them, problematic discourse and emphasis on serving the public interest prevail. The advocators of this coalition are often government institutions and the final policy is based on this coalition’s proposed alternative. Analysis of evidence in the form of causal mechanisms of advocacy coalition framework can predict future changes to this policy.
