خلاصه سیاستی: ابزار تاثیرگذاری بر فرایند سیاست‌گذاری

خلاصه سیاستی، یکی از ابزار‌های سیاست‌گذاری است که نگارش مجاب‌کننده، مبتنی بر شواهد و ساختاریافته‌اش، آن را به یکی از قدرت‌مند‌ترین روش‌های کمک به مباحث سیاستی و موثر در فرایند سیاست‌گذاری، بدل کرده است. از آنجا که تصمیم‌گیرندگان محدودیت‌های زمانی دارند، خلاصه سیاستی قصد دارد تا به یک شیوه خلاصه و ساده، شواهد و توصیه‌های عملی را برای کمک و تسهیل فرایند تصمیم‌گیری ارائه کند. خلاصه‌ها می‌توانند در تغییر و بهبود سیاست‌ها موثر باشند و اطمینان دهند که سیاست‌های اتخاذ شده مبتنی بر شواهد هستند. با توجه به اهمیت کارکردی خلاصه‌ها در اثر‌گذاری بر فرایند سیاست‌گذاری و نقش بی‌بدیل این ابزار در تحلیل سیاست، مقاله حاضر درصدد است تا به مدد روش مطالعه اسنادی این ابزار را با رویکردی روش‌شناسانه معرفی کرده و از حیث ساختار و گام‌های نگارش، آن را مورد بحث قرار دهد. اگرچه، مخاطب اصلی خلاصه‌های سیاستی، سیاست‌گذاران هستند، ولی انتشار خلاصه‌ها در مجلات علمی و روزنامه‌ها می‌تواند از طریق افزایش انگیزه و تمایل نویسندگان و آشناسازی سیاست‌گذاران با این ابزار، به ظرفیت‌سازی در این حوزه کمک کند.

Policy Brief: A Tool to Influence Policy Making Process

The policy brief is one of the policy tools that its compelling, evidence based, and structured writing has become one of the most powerful ways to help policy and policy discussions in the policy making process. Because decision makers have time limits, the policy brief aims to provide a simple and simple way of providing evidence and practical advice to help and facilitate the decisionmaking process. The policy brief can be effective in modifying and improving policies and ensuring that evidencebased policies are in place. Given the importance of the functionalities of the policy brief for influencing the policy making process and the role of this tool in policy analysis, the present paper seeks to introduce this tool with a methodological approach through the documentary methodology and discuss it in terms of its structure and steps of writing. Although the main target audience for policy brief are policy makers, publishing the policy briefs in scientific journals and newspapers can help build capacity in this area.
