ایالات متحده و تخریب نقش هژمون لیبرال در سایه سیاست های ترامپ

عدم شکل گیری موازنه قدرت در مقابل ایالات متحده پس از فروپاشی شوروی، به مدت یک ربع قرن، از پدیده های جدید در روابط بین الملل بوده است. اندیشمندان لیبرال علت این امر را علاوه بر قدرت خارق العاده آمریکا در بعد نظامی، وجود مجموعه عواملی می پندارند که به آن قدرت نرم آمریکا می گویند. ایجاد نهاد ها، سازمانها و رژیم های بین المللی، تولید کالاهای عمومی امنیتی، مالی – تجاری و اقتصادی، چندجانبه گرایی و پرهیز از یکجانبه گرایی و نهایتا ساختار لیبرال داخلی، اصلی ترین وجهه قدرت نرم آمریکاست که سبب گردیده است آمریکا حائز جایگاه هژمون لیبرال در نظم مستقر بین المللی گردد. اما در دوره جورج واکر بوش، یکجانبه گرایی و بی توجهی به برخی ساختارها و نهادهای بین المللی در سیاست خارجی آمریکا، خوش بینی های محض در مورد هژمون خوش خیم را با تردید روبرو ساخت. پس از ریاست جمهوری باراک اوباما و با روی کار آمدن دونالد ترامپ، اما، وی با سیاست اول آمریکا، عقب نشینی دهشناک از بسیاری از نهاد ها و رژیم های بین المللی، خودداری از تولید کالاهای عمومی امنیتی و اقتصادی و پایان دادن به آنچه سواری مجانی می خواند، پیگیری ناسیونالیسم اقتصادی، یکجانبه گرایی محض در نظام بین الملل و نهایتا بی اعتنایی به منافع سایر بازیگران از جمله دوستان وهم پیمانان آمریکا، جایگاه هژمون لیبرال و خوش خیم بودن این کشور را با چالش جدی مواجه ساخته است.
