عوامل موثر در کارایی نظارت و ارزیابی عملکرد مالی بخش عمومی در بودجه‌ریزی مبتنی بر عملکرد با رویکرد فراترکیب

هدف اصلی این پژوهش، مطالعه بررسی عوامل موثر در کارایی نظارت و ارزیابی عملکرد مالی در بخش عمومی در بودجه‌ریزی مبتنی بر عملکرد می باشد و هدف کاربردی آن، ارائه پیشنهادها و راهکارهای مناسب به عملکرد مالی در بخش عمومی در بودجه‌ریزی مبتنی بر عملکرد می‌باشد. روش پژوهش به‌کارگرفته شده در این مطالعه آمیخته (کیفیکمی) می‌باشد. ابتدا با استفاده از روش تحلیل کیفی فراترکیب مبادرت به استخراج شاخص‌ها از مقالات و مطالعات پیشین نموده و از تعداد 82 مقاله به دست آمده، تعداد 42 مقاله نهایی جهت بررسی عوامل موثر در کارایی نظارت و ارزیابی عملکرد مالی در بخش عمومی در بودجه‌ریزی مبتنی بر عملکرد استفاده گردید. در ادامه با مقوله‌بندی شاخص‌ها و انجام تکنیک دلفی فازی، محتوای طرح مورد تحلیل قرار گرفته ،شاخص های اصلی شناسایی و غربالگری شدند. سپس با استفاده از روش سوارا نسبت به اولویت بندی و وزن معیارها اقدام و 13عامل به ترتیب اولویت تعیین گردید.لازم به ذکر است، تحلیل داده‌های پژوهش در فاز کیفی با نرم‌افزار maxqda و در فاز کمی با نرم‌افزار matlab انجام شده است.

Providing an Effective Model for Monitoring and Evaluation of Public Financial Performance in Performance Based Budgeting (PBB)

The main purpose of this research is to study the factors affecting the efficiency of monitoring and evaluating financial performance in the public sector in performancebased budgeting and its practical purpose is to provide appropriate suggestions and solutions to financial performance in the public sector in performancebased budgeting. The research method used in this study is mixed (qualitativequantitative one.). First, using metacombined qualitative analysis method, the indicators are extracted from previous articles and studies, and out of 82 articles obtained, 42 final articles were used to examine the effective factors in the efficiency of monitoring and evaluating financial performance in the public sector in the above mention budgeting. Then, by categorizing the indicators and performing fuzzy Delphi technique, the content of the design was analyzed; the main indicators were identified and screened. Then, using the several method, the criteria were prioritized and the weight of the criteria and the (13) effective factors were determined prioratively. It should be noted that the research data analysis was performed in the qualitative phase with MaxQDA software and in the quantitative phase with Matlab software.
