ارائه مدلی برای سیاست‌گذاری خدمت سربازی در ایران با بهره‌گیری از عوامل اثرگذار کلان

پژوهش حاضر در پی ارائه مدلی کارآمد از سیاست‌گذاری خدمت سربازی با بهره‌گیری از عوامل کلان ملی است. محقق با مطالعه اکتشافی به استخراج شش مولفه کلان ملی که موثر بر سیاست‌گذاری خدمت سربازی هستند،می‌پردازد. وضعیت فرهنگی اجتماعی،تغییرات جمعیتی،ساختار سازمانی ارتش، تحولات فنآوری و تخصصی شدن جنگها، وضعیت اقتصادی جامعه و همچنین وضعیت ژئوپلیتیکی ایران شش عامل اثرگذار بر سیاست‌گذاری خدمت سربازی در این پژوهش است. بنابراین محقق مدل اولیه تحقیق را با ابتنا بر این شش مولفه طرح می‌نماید. سپس محقق با بهره‌گیری از تکنیک دلفی و ارائه پرسش‌نامه به جامعه خبرگی در سه نوبت اقدام به گردآوری دیدگاه و نظریات خبرگان می‌کند؛ آنگاه با استفاده از آزمون بای‌نومیال و آزمون همبستگی اقدام به سنجش میزان تاثیرگذاری مولفه‌های کلان ملی بر سیاستگذاری خدمت سربازی و در واقع آزمون مدل اولیه می‌نماید. به این ترتیب مدل نهایی سیاستگذاری خدمت سربازی تایید می‌گردد.هدف از پژوهش ارائه مدلی از سیاست‌گذاری خدمت سربازی با تاکید بر وضعیت فرهنگی اجتماعی ایران است برای غلبه بر مشکلات سیاستگذاری خدمت سربازی است و محقق در پایان به ارائه پیشنهادهای اجرایی در حوزه سیاستگذاری خدمت سربازی می پردازد.

Presenting a Model for the Military Service Policy making in Iran Using Effective MacroElements

This paper seeks to present an efficient model for military service policymaking by applying national macroelements. Research methodology is based on institutional analysis and Combined research method.therefore, Formal institutions and their impact on military service policy are examined. The researchers has derived six national macrocomponents influencing the military service policymaking through exploratory method. Sociocultural conditions, demographic changes, organizational structure of the Army, technological evolutions and specialization of wars, economic condition of the society, as well as the geopolitical position of Iran are the six factors affecting the military service policymaking. The initial research model was designed based on these six components. Then the views of experts were collected through Delphi technique along with questionnaires submitted to the specialists in three phases. The purpose of the research is the Provides a model for military service policy which would fit into the cultural and social situation of Iran.It was followed by measuring the effects of the national macroelements on the military service policymaking by a binomial and correlation test and in fact, testing the initial model. Thus, the final model for the military service policymaking was confirmed. The paper ends with the recommendations on military service policymaking.
