نقش شبکه‌های خط‌مشی در ارتقای سلامت اداری سازمان‌های دولتی

شبکه‌های خط‌مشی یکی از عناصر نوین در حیطۀ خط‌مشی ‌گذاری است؛ شبکه‌ها قادرند پیوندهایی را به‌منظور مشارکت هر چه بیشتر میان بازیگران خط‌مشی ایجاد کرده و مسیر دستیابی به اهداف را برای آنان تسهیل نماید. با نظر به فرآیند خط ‌مشی گذاری در سیستم اداری کشورمان ایران و گسترش پدیدۀ فساد اداری، لزوم وجود شبکه‌های خط‌مشی برای رفع این‌گونه معضلات عمومی و سلامت اداری احساس می‌شود. هدف پژوهش حاضر بررسی نقش شبکه‌های خط‌مشی در ارتقای سلامت اداری سازمان‌های دولتی است. روش پژوهش، روش تحقیق آمیخته با طرح متوالی اکتشافی است و جامعۀ آماری پژوهش را بازیگران سازمان‌های دولتی گوناگون تشکیل‌ می‌دهند که با استفاده از روش نمونه‌گیری متجانس شناسایی و با آن‌ها مصاحبه شده است، پس از بررسی مصاحبه‌ها 160 مضمون اولیه شناسایی شد که از این تعداد 21 مضمون پایه، 13 مضمون سازما‌ن‌دهنده و 5 مضمون فراگیر استخراج شدند، درنهایت نتایج حاصل از مطالعات کیفی منجر به احصای الگو و تست آن با استفاده از روش پیمایش شد. نتایج بیانگر این است که شبکه‌ها قادرند از طریق گسترش مشارکت و همکاری، برقراری هماهنگی و ارتباط بیشتر میان افراد، واحدها، بهبود نظارت و کنترل، تاکید بر ابعاد ساختاری و عوامل اجتماعی و فرهنگی کارکنان در تحقق سلامت اداری گام موثری بردارند.

The role of policy networks in promoting the administrative health of public organizations

Policy networks are one of the new elements in policymaking area. Networks are able to create links in order to increase participation between policy makers and help them to achieve their goals. Given the process of policy making in the administrative system of our country and the spread of administrative corruption, the need for policy networks to pass such problems is felt. The present study’s aim is to investigate the role of policy networks in promoting the administrative health of public organizations. In this study, a mixed research method with sequential exploratory design was used. The statistical population consisted of effective actors in government agencies who were identified and interviewed using intensity sampling method. After analyzing the interviews, 160 primary contents were identified, of which 21 basic contents, 13 organizer contents and 5 general contents were extracted. Finally, the results of the qualitative studies led to pattern counting and testing using the survey method. The results show that policy networks are able to act effectively in achieving administrative health by extending participation and collaboration, establishing coordination and communication between staffs and units, improving supervision and control, emphasizing the structural dimensions of the organization and social and cultural factors of employees.
