محیط امنیتی و سیاستگذاری خارجی و امنیتی؛ ارائه یک الگوی تحلیلی

با وجود ارتباط وثیق و عمیق بین محیط امنیتی و فرایند سیاستگذاری خارجی و امنیتی، چهارچوب روش‌شناختی خاص و مشخصی برای تحلیل و تبیین رابطه میان این دو وجود ندارد. از این رو، پژوهش حاضر با طرح این پرسش که چه ارتباطی میان محیط امنیتی یک بازیگر و سیاستگذاری خارجی و امنیتی آن وجود دارد، تلاش کرده است تا ضمن ارائه یک الگوی تحلیلی در این زمینه، چهارچوب روش‌شناختی مشخصی برای شناخت محیط‌های امنیتی و ارتباط آن با سیاستگذاری خارجی و امنیتی ارائه نماید. فرضیه‌ای که این پژوهش حول آن به بحث و بررسی پرداخته از این قرار است که محیط امنیتی یک بازیگر ورودی و نهاده نظام سیاستگذاری خارجی و امنیتی آن محسوب می‌شود. این ورودی در فراگرد ادراک محیطی و دریافتی که رهبران تصمیم‌گیر از داده‌های محیط امنیتی دارند، پردازش شده و خروجی آن در قالب کنش‌ها و تصمیمات شناخته شده‌ای همچون دکترین امنیتی، سیاست امنیتی، راهبرد امنیتی و رویکردهای سیاست خارجی و امنیتی بروز و ظهور می‌یابد. برای تبیین فرضیه فوق از روش توصیفی تحلیلی استفاده شده است.

Security Environment and Security and Foreign Policy Making: Presenting an Analytical Model

Despite the strong and deep relation between the security environment and foreign and security policymaking, there is no specific and properly defined methodological framework to explain the relation between them. Therefore, this study has made an effort to suggest a properly defined methodological framework for understanding security environments and their relation with foreign and security policymaking while proposing an analytical model regarding the issue by addressing this question, What is the relation between one player’s security environments and its foreign and security policymaking?The hypothesis which has been investigated in this study is that the security environment of a player is the input of its system of foreign and security policymaking. This input is processed in the process of environmental understanding and perception of security environment data by the decisionmaking leaders, and its output is manifested in the form of wellknown actions and decisions such as doctrine, policy, strategy, and approaches regarding foreign and security policy. A descriptiveanalytical method has been adopted to analyze the aforementioned hypothesis.Key Words: security, environment, security environment, security system, foreign and security policymaking
