بررسی روند سیاستگذاری توسعه و توازن منطقه ای طی برنامه های توسعه در ایران و ارائه راهبردهای اساسی

بررسی تعادل و توازن بین مناطق یکی از مباحث اساسی در حوزۀ سیاست‌گذاری منطقه‌ای است. در این مقاله سعی شده اشت که، پس از آسیب‌شناسی برنامه‌های توسعۀ کشور در خصوص سیاست‌گذاری توسعه و توازن منطقه‌ای، با استفاده از شاخص ویلیامسون، نابرابری بین مناطق در دولت‌های اصلاحات، عدالت‌خواه و اعتدال‌گرا بررسی شود. تدوین و تصویب ضوابط ملی آمایش، تهیۀ اسناد ملی توسعۀ ‌استان‌ها ، طراحی و ایجاد نظام درآمد هزینۀ ‌استان‌ها و نهادهای اداری مالی ذیل آن، اعطای مشوق‌های لازم به سرمایه‌گذاران جهت سرمایه‌گذاری در مناطق کمتر توسعه‌یافته، ایجاد ردیف‌های بودجه‌ای متوازن در قانون بودجه جهت ارتقای شاخص‌های اقتصادی و اجتماعی شهرستان های کم‌برخوردار از مهم‌ترین رویکرد‌های تعادل‌بخشی به مناطق بوده است که در برنامه‌های توسعهتجلی یافته است.نتایج شاخص ویلیامسون  نیز نشان می دهد که نابرابری بین ‌‌استان‌های کشور طی برنامۀ سوم (دولت اصلاحات) روند بدون تغییری داشته اما با آغاز برنامۀ چهارم توسعه (دولت عدالت‌خواه)، روند نابرابری بین ‌استان‌ها افزایش و درسال‌های پایانی دولت دهم(1390) این روند کاهش یافته است. گفتنی است این روند کاهش نابرابری بین ‌استان‌ها در دولت اعتدال‌گرا ادامه دارد. درنهایت از طریق تکنیک swot مهم‌ترین نقاط قوت، ضعف ، فرصت و تهدید در عرصۀ سیاست‌های توازن منطقه‌ای شناسایی و راهبردهای اساسی ارائه شد.
