موانع همکاری دولتها در مسائل زیست محیطی از منظر اقتصاد سیاسی نوگرامشی گرایی

در دهه‌های اخیر، همکاری­های بین­المللی گسترده­ای در قالب کنوانسیون­ها و موافقت‌نامه‌های بین­المللی برای مقابله با تهدیدات جهانی ناشی از تغییرات زیست محیطی شکل گرفته است. این همکاری‌ها علی­رغم وجود دستورالعمل­های الزام­آور در کنوانسیون‌های مختلف، در عمل موفقیت‌آمیز نبوده است. هدف این مقاله تبیین قرائتی انتقادی از موانع همکاری موثر دولت‌ها در زمینۀ مسائل جهانی زیست‌محیطی براساس رویکرد نوگرامشی گرایی در روابط بین­الملل است. سوال این است که چرا باوجود آگاهی فزاینده از فوریت تهدیدات زیست‌محیطی، در عمل همکاری دولت‌ها فراتر از ارائۀ دستور‌العمل‌های ارزشی و آرمانی نرفته و مشکلات زیست‌محیطی کماکان یکی از پایدارترین مسائل حل ‌نشده بین‌المللی باقی مانده است؟ در پاسخ به این سوال، پیروان نحلۀ نوگرامشی­گرایی، با به چالش کشیدن اصل دولت ملت و فرضیۀ آنارشیک بودن نظام بین‌الملل به‌عنوان عامل کاهش انگیزۀ همکاری دولت‌ها، سیاست بین‌الملل را عرصه‌ای می‌دانند که نیروهای سرمایۀ جهانی آن را صورت‌بندی می‌کنند و باعث تشکیل نظامی سلسه‌مراتبی در عرصۀ بین‌الملل می‌شوند. به همین دلیل آن‌ها معتقدند ساختار هرگونه رژیم همکاری میان دولت‌ها ازجمله رژیم‌های زیست‌محیطی با توجه به منافع هژمون و نیروهای سرمایه جهانی (بلوک تاریخی) وابسته به آن شکل گرفته است تا بر منافع دیگر کنشگران مثل کشورهای درحال‌توسعه، جنبش‌های ضدهژمون و محیط‌زیست­گرایان حاکم شود.

Analysis of barriers to states cooperation in environmental issues by NeoGramscianism political economy Theory

Environmental degradation and its threats have become global in recent decades. To deal with these threats, International cooperation has been developed in the form of international conventions and agreements. However, international cooperation, in spite of the mandatory guidelines in various conventions, has not been successful in practice. The question is the question is why international environmental cooperation, in spite of growing awareness of environmental threats, has failed in practice and environmental challenges remain as unresolved international issues yet? In answer to this question, NeoGramscianism, while challenge both the centrality of the nation state and the underlying principle of anarchy in understanding and explaining international politics as a factor in reducing the incentive for state cooperation, argue that international politics is an area in which global capitalist forces which have generated a hierarchical international system. . For this reason, they believe that the any structure of regime’s cooperation between states, including environmental regimes, has been shaped by the interests of hegemony and the forces of the global capital (the historical block) Related to it.
