چکیده
|
مقالۀ پیشِ رو درصدد است تا تاثیر دولت رانتیر بر فرایند خصوصیسازی در ایران بعد از انقلاب سال 1357 را بررسی کند. در این راستا، سهم بودجهای شرکتهای دولتی از کل بودجه کشور به عنوان شاخص خصوصیسازی و وابستگی چهل درصدی دولت به رانت حاصل از منابع طبیعی به عنوان شاخص دولت رانتیر در نظر گرفته شده است. بر این اساس پرسش اصلی مقاله عبارت است از اینکه دولت رانتیر چه تاثیری بر فرایند خصوصیسازی در ایران بعد از انقلاب داشته است؟ در پاسخ به این پرسش، فرضیۀ مقالۀ حاضر بدین صورت است که دولت رانتیر در ایران پساانقلاب از طریق دو مولفۀ افزایش حجم بودجۀ عمومی دولت و افزایش مقررات‌گذاری، در تلفیق با اصل 44 قانون اساسی، اندازۀ دولت را در اقتصاد بزرگ کرده است و در نتیجه، منجر به ناکامی خصوصیسازی شده است. ماهیت این مقاله کیفی، روش آن توصیفی تحلیلی، رویکرد بهکارگرفته‌شده اقتصاد سیاسی و ابزار گردآوری اطلاعات از نوع کتابخانه‌ای (اسنادی) است.

Abstract
|
This paper seeks to examine the impact of rentier state on the process of privatization in postrevolution Iran. In this regard, the budget share of stateowned companies from the total budget of the country is considered as an index of privatization, and the state’s 40 percent dependence on natural resources rents as an indicator of rentier state. Accordingly, the main question of this paper is how has the rentier state affected the process of privatization in Iran after the revolution? In response to this question, the hypothesis of the present paper is that the rentier state has increased the size of the state in the economy through two factors, i.e. increasing the size of the state’s general budget and regulation. this, combined with Article 44 of the Constitution, resulted in failure of privatization. The research approach adopted in this paper is of qualitative nature, the character of this paper is qualitative, its method is analyticaldescriptive, its approach is political economy, and the information gathering tool is documentary type.
