تنوع و پویایی سیاست‌های دولت در مسیر شکل‌گیری و تکامل صنایع راهبردی: صنعت توربین‌های گازی در ایران

بسیاری از صاحب‌نظران بر نقش دولت و سیاست‌های آن در شکل‌گیری و تکامل صنایع تولیدکنندۀ محصولات و سامانه‌های پیچیده تاکید کرده‌اند. از طرفی، ایران در سال‌های گذشته برای دستیابی به دانش و فناوری‌های ساخت توربین‌های گازی، به عنوان یک محصول و سامانۀ پیچیده، تلاش زیادی کرده است و به نتایج قابل ملاحظه‌ای نیز دست یافته است. صنعت توربین‌های گازی یکی از صنایع راهبردی و دربرگیرندۀ فناوری‌ها و محصولاتی است که در دامنۀ وسیعی از صنایع نظیر انرژی، نفت و گاز و دفاعی کاربرد دارند. این مقاله، با استفاده از رویکرد کیفی و استراتژی پژوهش مطالعۀ موردی، به مطالعۀ تنوع و پویایی‌های سیاست‌های دولت در راستای شکل‌گیری و تکامل این صنعت پرداخته است. داده‌های این پژوهش از طریق مصاحبه با خبرگان صنعت و سیاست‌گذاری، مطالعۀ اسناد و مدارک و مشاهدات گردآوری شده است. یافته‌های پژوهش گویا است که دولت با ایفای نقش‌هایی چون راهبر و هماهنگ کننده، سرمایه‌گذار و تامین‌کننده مالی، مشتری و بهره‌بردار و توانمندساز و تسهیل‌گر و اعمال سیاست‌هایی متناسب با هر نقش، بستر لازم برای شکل‌گیری و تکامل این صنعت را فراهم آورده است. نوآوری این پژوهش آن است که به واکاوی تنوع و پویایی سیاست‌های تاثیرگذار دولت بر شکل‌گیری و تکامل یک صنعت راهبردی با محصولات و سامانه‌های پیچیده در کشور ایران پرداخته که تحت شرایط خاصی از جمله تحریم‌های بین‌المللی بوده است.

How Diversity and Dynamism of Government Policies Affect the Formation and Evolution of Strategic Industries: A Case Study of Iran’s Gas Turbine Industry

Many scholars have highlighted the role of government policies in the formation and evolution of complex product systems (CoPS) industries. On the other hand, Iran has made plenty of effort to acquire knowledge, skills, and technologies of manufacturing gas turbines as a CoPS industry and consequently it has achieved favorable and remarkable outcomes. Gas turbine industry is one of the strategic industries that incorporate technologies and products used in a wide range of industries such as energy, oil and gas, and defense. This paper aims at investigating the effects of variety and dynamism of government policies on the formation and evolution of this industry in Iran, through employing a qualitative approach and case study strategy. The data were collected through interviews with industry and policy experts, documents and observation. Research findings indicate that government have created a proper condition for the formation and evolution of this industry in Iran via acting as leader and coordinator, investor and financer, client and operator and enabler and facilitator and adopting appropriate policies for each role. The innovation of this research is to examine the diversity and dynamism of government policies affecting the formation and development of a strategic industry with complex products and systems in Iran, under certain conditions, including international sanctions.
