تحلیل مکانیسم‌های گفتمانی برای حل کردن مسئله خشکسالی سیستان

در چند دهه‌ی گذشته، ایران با بحران شدید آب مواجه بوده است. حوضه‌ی رودخانه‌ی هیرمند که از جنوب غربی افغانستان تا شرق ایران امتداد دارد، نزدیک به یک قرن است که محل مناقشات پی‌درپی بین دو کشور بوده است، اما این تنش‌ها در سال‌های اخیر و به دنبال گسترش بحران آب در ایران و ساخت بند در بالادست افغانستان برجسته‌تر شده است. در حالی که ادبیات پژوهش ما حاکی از آن است که منابع آب فرامرزی در حوضه‌ی رودخانه‎ی هیرمند از سوی ایران سیاسی و حتی امنیتی شده است، هیچ مطالعه‎ای بررسی نکرده است که چگونه مقامات دولتی ایران آب را به عنوان یک موضوع سیاسی و امنیتی در نظر گرفته‎اند. این پژوهش با تحلیل مقالات خبری فارسی زبان از سال 2001 تا 2019 که حاوی اظهارات مقامات ایرانی مرتبط با حوضه‌ی رودخانه‌ی هیرمند است، به این شکاف پاسخ می‌دهد و مضامین و سازوکارهای گفتمانی در پس سیاسی شدن و امنیتی شدن این موضوع را شناسایی می‌کند. بر اساس تئوری امنیتی‌سازی، بخش قابل توجهی از این مقالات حاوی یک حرکت امنیتی‌سازی بوده‌اند که اکثریت درصد آن توسط مقامات محلی و نمایندگان مجلس انجام شده است. این موضوع نشان می‌دهد که امنیتی‌سازی تا حد زیادی یک پدیده‌ی محلی بوده است و منعکس‌کننده‌ی تنش‌های داخلی گسترده‌تر بر سر چارچوب‌بندی روابط آبی با افغانستان در میان مقامات ایرانی است. یکی دیگر از موضوعات کلیدی در طول فرآیند تحلیل گفتمان، پیوند بین سیستم‌های انسانی و محیطی بوده است که با اهمیت منابع آب فرامرزی از طریق ارتباط آنها با جامعه ایجاد می‌شود.

adequate natural light in the house is always considered one of the advantages of a house in the housing market. however, the extent of this effect on the price of housing is unclear. despite the importance of this issue for buyers, according to the searches conducted, it was found that no official and accurate information has been recorded in this field. research objective: with the aim of investigating the extent of the effect of housing lighting conditions on its price, this research examined important and influential issues in property pricing in the country's market that are related to the quality of light. these issues were separated and the effect of each on the final price of housing was determined. research method: searches were conducted and it was determined that there is no official report and information regarding the effect of natural light on housing prices. then, traditional and existing methods for property pricing were analyzed, and factors related to house lighting were extracted. the prices of similar houses that differed in only one of the desired factors were extracted and compared. conclusion: the extent of the effect of lighting conditions on various factors was approximately determined and it was shown which factors are ignored in the traditional methods available for measuring the natural lighting conditions of a unit. a more detailed and scientific examination of housing lighting conditions can be useful and helpful for all parties in the real estate market
