یکی از راهکارهای حل معضل تامین سرمایه جهت اجرای پروژه های عمرانی استفاده از قراردادهای سرمایه گذاری مشارکتی می‌باشد. روش brt یکی از روش‌های سرمایه گذاری مشارکتی است که مخفف عبارت ساخت، اجاره و انتقال می‌باشد. در این روش پروژه متعلق به دولت است و سرمایه گذار اقدام به احداث یا به بیان دیگر تزریق سرمایه می‌نماید، مدت زمان معینی تحت عنوان دوران مشارکت تعریف می‌شود و اگر درآمدهای پروژه به حساب دولت میزبان واریز شود، در مدت مشارکت رقم مشخص و ثابتی را سرمایه‌گذار به عنوان اجاره از دولت دریافت می‌کند. البته ناگفته نماند که عکس این موضوع نیز صادق است، یعنی اگر درآمدهای پروژه به حساب سرمایه گذار واریز شود، رقم مشخص و ثابتی از سوی سرمایه‌گذار به سرمایه پذیر پرداخت شده و پس از پایان دوران مشارکت، کل پروژه به دولت تعلق خواهد گرفت و سرمایه‌گذار محل را واگذار می‌نماید.. و سرمایه‌گذار محل را واگذار می‌نماید .
