اصول برنامه‌ریزی ‌پسماندهای جامد شهری مبتنی بر مراحل پنجگانه با تاکید بر شهر آستارا (غرب استان گیلان)

‌‌پسماندهای شهری امروزه یکی از موضوعات مهم در حوزه مسائل شهری است و برنامه‌ریزی در این حوزه نیازمند فرهنگ سازی در سطح جامعه و استفاده از روش‌های نوین برای کاهش اثرات مخرب زیست‌محیطی است. با توجه به گسترش فعالیت‌های انسانی و تولید گونه های متنوع پسماند، محدوده برنامه‌ریزی پسماندهای شهری بسیار گسترده و متغییر است و موفقیت در این عرصه نیازمند پژوهش‌های علمی است. برنامه ریزی پسماندهای شهری نیازمند همکاری و مشارکت شهروندان و مسئولین زیربط است و عدم مسئولیت پذیری یکی از این دو خسارات جبران ناپذیر زیست محیطی را به دنبال دارد و پایداری شهری را با چالش های جدی مواجه می سازد. هدف از اصول برنامه ریزی پسماندهای شهری تامین سلامت و امنیت جامعه و همچنین حفظ محیط زیست شهری است. در این پژوهش با استفاده از روش توصیفی- تحلیلی ضمن تحلیل وضعیت موجود برنامه‌ریزی پسماند شهر آستارا با استفاده از مدل تحلیلی swot به بررسی نقاط ضعف و قوت و فرصت‌ها و تهدید‌های برنامه ریزی پسماند شهر با بهره گیری از روش میدانی پرداخته شده است؛ به این صورت که از ابزارهای مشاهده، پرسشنامه و مصاحبه با کارشناسان استفاده شده است. نتایج حاصل از پژوهش نشان می‌دهد که برنامه ریزی پسماند در شهر آستارا از اصول علمی برخوردار نیست و در بخش های مختلف از مراحل پنجگانه آن ضعف‌های اساسی وجود دارد. بنابراین در این پژوهش ضمن شناسایی نقاط ضعف، قوت، فرصت‌ها و تهدیدهای برنامه ریزی پسماند در شهر آستارا پیشنهادهایی برای بهبود وضعیت ارائه شده است.

principles of planning urban solid municipal waste based on five stages with emphasis on the city of astara (west of gilan province)

urban waste is one of the most important issues in the field of urban issues today, and planning in this field requires culture-building at the community level and the use of new methods to reduce the destructive effects of the environment. due to the expansion of human activities and the production of various types of waste, the scope of urban waste planning is very wide and variable, and success in this area requires scientific research. urban waste planning requires the cooperation and participation of citizens and relevant authorities, and irresponsibility leads to one of these two irreparable environmental damage and poses serious challenges to urban sustainability. the purpose of urban waste planning principles is to ensure the health and safety of the community as well as to preserve the urban environment. in this research, using descriptive-analytical method, while analyzing the current situation of waste planning in astara city, using swot analytical model, the strengths and weaknesses, opportunities and threats of waste planning in the city have been investigated using the field method; in this way, observation tools, questionnaires and interviews with experts have been used. the results of the research show that waste planning in the city of astara does not have scientific principles and there are fundamental weaknesses in different parts of its five stages. therefore, in this study, while identifying the weaknesses, strengths, opportunities and threats of waste planning in the city of astara, suggestions have been made to improve the situation.
