عوامل موثر بر جلب اعتماد شهروندان در راستای تقویت مشارکت جمعی در اجرای طرح های توسعه شهری از دیدگاه شهروندان و مدیران (مورد مطالعه: کلان‌شهر تهران)

توسعه پایدار شهری به معنای حرکت بر محور انسان محیط است و لازمه تحقق آن، می‌تواند تقویت مشارکت مردمی باشد. از این رو تحقیق حاضر با هدف مقایسه دیدگاه‌های شهروندان و مدیران شهری در زمینه عوامل موثر بر مشارکت جمعی در اجرای طرح‌های توسعه شهری انجام گرفت. بدین منظور 384 نفر از شهروندان و 50 نفر از مدیران و برنامه‌ریزان شهری بعنوان نمونه‌ی آماری انتخاب شدند و گردآوری اطلاعات از طریق مرور منابع و پرسش‌نامه محقق ساخته مشتمل بر دو بخش جامعه‌شناختی و عوامل موثر در جلب اعتماد به مشارکت اجتماعی در توسعه شهری انجام گرفت. نتایج تحقیق حاضر نشان داد نمرات مدیران و برنامه ریزان شهری و شهروندان در مورد ویژگی‌های شهروندان برای اعتماد به مشارکت (0/538= sig.)، تاثیر پذیری طرح توسعۀ شهری از نظر نوع آن، بر میزان اعتماد شهروندان در راستای مشارکت جمعی (0/538= sig.) تفاوت ناچیزی دارند اما نمرات مدیران و برنامه ریزان شهری در مورد عوامل تاثیرگذار براعتماد شهروندان در فضای مکان‌شناسی نسبت به نمرات شهروندان بیشتر بوده است (sig.=0/023). در نهایت طبق نتایج حاصل از تحقیق حاضر میتوان اذعان نمود:(1) ویژگی‌های شهروندان برای اعتماد به مشارکت از دید مدیران و برنامه ریزان شهری و شهروندان از اهمیت بسزایی برخوردار است،(2) تاثیر پذیری طرح توسعۀ شهری از نظر نوع آن، برمیزان اعتماد شهروندان در راستای مشارکت جمعی از دید مدیران و برنامه ریزان شهری و شهروندان از اهمیت بسزایی برخوردار است و (3) عوامل تاثیرگذار براعتماد شهروندان در فضای مکان از دید مدیران و برنامه‌ریزان شهری و شهروندان دارای وزن وکششی مختص به خود است.

Affecting Factors on Citizens’ Trust in Strengthening Community Participation in Urban Development Plans from Citizens’ and Managers’ Perspectives (Case study: Tehran Metropolis)

Sustainable urban development means moving on the humanenvironment axis and, as a means of realizing it, can strengthen the participation of the people. Therefore, the present research aims to compare the views of citizens and urban managers on the factors affecting collective participation in the implementation of urban development plans. For this purpose, 384 citizens and 50 urban planners were selected as statistical samples. Data were collected through a review of the sources and a researchermade questionnaire containing two demographic and effective factors in gaining trust Social participation took place in urban development. The results of this study showed that urban and city planners’ scores on citizens’ characteristics for trust in participation (Sig=0.538), the impact of urban development plan in terms of this, on citizens’ trust in collective participation (Sig. 0.538) have no significant difference. But the scores of urban managers and planners on the factors influencing the trust of citizens in the spatial location were higher than that of citizens (Sig=0.023). Finally, according to the results of this research, it can be mentioned:(1) the characteristics of citizens are of paramount importance for trusting in participation from the point of view of urban planners and citizens,(2) The impact of the urban development plan on the trust of citizens in terms of collective participation is important from the point of view of urban planners and citizens and(3) Factors affecting the trust of citizens in the local area from the point of view of urban planners and citizens have their own weight.
