اولویت بندی موانع عدم تحقق طرح های توسعه شهری با استفاده از تکنیک ahp فازی (مطالعه موردی : شهر لمزان)

طرح‌های توسعه شهری مهم‌ترین ابزار ساماندهی کالبدی شهرها به شمار می‌روند. به‌رغم همه‌ تمهیداتی که در تهیه طرح‌ها و تنظیم محتویات آن‌ها صورت گرفته است، بسیاری از این طرح‌ها در دست‌یابی به اهداف خود ناموفق بوده‌اند. هدف از این پژوهش اولویت‌بندی موانع عدم تحقق طرح‌های توسعه‌ شهری در شهر لمزان می‌باشد. محدوده‌ انتخاب‌ شده شهر لمزان مرکز مهران از توابع شهرستان بندرلنگه در استان هرمزگان است. به منظور شناسایی مهمترین معیارهای تاثیرگذار ابتدا از طریق مصاحبه با 20 نفر از کارشناسان و برنامه‌ریزان شهری اقدام به شناسایی موانع شده است. معیارهای اصلی پژوهش عبارتند از: 1موانع و مشکلات مدیریت شهری، 2مسائل و مشکلات تصویب طرح، 3مسائل و مشکلات فرآیند تهیه طرح. معیارها در قالب پرسشنامه دلفی فازی در اختیار جامعه آماری متشکل از 120 نفر از مدیران ارشد شهری، و اعضای هیات علمی قرار گرفت. از مدل سلسله مراتبی(ahp) فازی، به منظور اولویت‌بندی معیارها استفاده شد. نتایج نشان داد که در بین زیرمعیارهای عامل موانع و مشکلات مدیریت شهری، زیرمعیار ضعف بدنه مدیریتی و عدم وجود مدیریت یکپارچه شهری در رتبه‌ اول و زیرمعیار بهبود ارتباطات بیرونی و درونی در رتبه آخر قرارگرفت. از بین زیرمعیارهای عامل مسائل و مشکلات تصویب طرح، زیرمعیار تصویب از بالا و فقدان قدرت نفوذ نمایندگان مردم در تصویب طرح در رتبه اول و زیرمعیار نبود هماهنگی و همسویی در رتبه آخر قرارگرفت. از بین زیرمعیارهای عامل مسائل و مشکلات فرآیند تهیه طرح، زیرمعیار طولانی‌بودن فرآیند تهیه در رتبه اول، و زیرمعیار نبود اطلاعات کامل و به روز در رتبه آخر قرار گرفت.

Study of the Role of Factors Affecting the Non-Realization of Urban Development Plan Goals (Case Study: Lamezan City)

Urban development plans are the most important tools for the physical organization of cities. Many of these projects have failed to achieve their goals. The purpose of this study was to prioritize the obstacles to the nonrealization of urban development plans in the Lamezan city. The area in this research is Lamezan city, in Hormozgan province. In order to identify the most important criteria, firstly through interviews with 20 experts and urban planners, obstacles were identified. The main criteria are: 1Obstacles and problems of urban management, 2Problems of project approval, 3 Problems of the project preparation process. The criteria in the form of fuzzy Delphi questionnaire were provided to a statistical population consisting of 120 senior city managers and faculty members. Criteria and subcriteria were prioritized using fuzzy AHP. The results showed that among subcriteria related to criterion of obstacles and problems of urban management, the subcriteria of managerial body weakness and lack of integrated urban management was in the first rank and subcriterion of improving external and internal communications was in the last rank. Among subcriteria of problems of project approval, the subcriterion of approval from above and the lack of influence of people’s representatives in approving the plan was in the first rank and subcriterion of lack of coordination was in the last rank. Among subcriteria of problems of design process, subcriterion of lengthy preparation process was in the first rank, and subcriterion of lack of complete and uptodate information was in the last rank.
