تبیین الزامات اجرایی مدیریت بحران و پدافند غیر عامل در شهر اندیشه با تکنیک swot

ارسطو، مکیندر، هوفر، اسپایکمن، ماهان، کیسینجر، برژینسکی،کوهن، هانتینگتون، فوکویاما و دانشمندانی که در مورد قدرت، روابط بین‌الملل و ژئوپلیتیک کار کرده‌اند، همگی بر این مورد وفاق دارند که ایران کشور راهبردی و استراتژیک می‌باشد. به همین دلیل همیشه مورد تهدید بوده است، شهر جدید اندیشه در جنوب غربی تهران و به دلیل وجود مراکز مهم و استراتژیک داخل و اطراف این شهر دارای اهمیت می‌باشد. این مراکز نیز علارغم دستورالعمل های مدیریت بحران و پدافند غیر عامل ؛ به علت عدم اجرای اصول پدافند غیرعامل و مدیریت بحران در معرض خطر هستند و آستانه مقاومت ، بازدارندگی و تاب آوری آنها پایین می ‌باشد، هدف این پژوهش استخراج الزامات اجرایی مدیریت بحران و پدافند غیر عامل در شهر اندیشه و پایش و تحلیل شهر جدید اندیشه به لحاظ اصول پدافند غیرعامل شهری و مدیریت بحران شهری می باشد . این پژوهش از نوع کاربردی است و متغیرهای مورد بررسی در آن شامل شناسایی نقاط قوت ، ضعف‌ها ، فرصت ها و تهدیدهای شهر اندیشه، به‌منظور کاهش خسارت‌های ناشی از مخاطرات محتمل ، حملات دشمن، بالابردن قدرت دفاعی، آستانه مقاومت ملی، بازدارندگی و شهرسازی دفاعی است. روش جمع‌آوری اطلاعات عمدتاً کتابخانه‌ای بوده و با توجه به نوع تحقیق از مطالعات میدانی (مصاحبه و مشاهده) نیز استفاده شده است. نتایج پژوهش بیانگر عدم اجرا و عدم رعایت اصول مدیریت بحران و پدافند غیرعامل در شهر اندیشه است .

Explanation of executive obligations of crisis management and passive defense in the city of thought with SWOT technique

Aristotle, Mackinder ,hoffer,Spykman,mahan,kissinger,brzezinskicohen,huntington,fukuyama and Scientists who have worked on power, international relations, and geopolitics, they all agree that Iran is a strategic country ,That & s why he has always been under threat .the new city of importance in southwest of Tehran due to the existence of important and strategic centers in and around the city. These centers, in addition to the management of crisis management and nonfactors management ,are at risk due to nonoperating defense principles and crisis management ,and the threshold of resistance ,deterrence and swing are low ,the purpose of this study is practical. The variables investigated in it include the identification of strengths, in order to reduce losses resulting from probable risks, Enemy attacks are the lifting of defensive power ,the threshold of national resistance ,deterrence and planning or the city is defensive .the data collection method is mainly library and is used according to the type of research from field (studies of interview and observation .in this study, the SWOT technique has been used to explore the city’s strengths and weak ness and to study the city system’s compliance with nonfactor defense principles and crisis management . which leads to the enforcement requirements of the strategic paradigm of crisis management and civil defense for the city of thought. The results show the lack of implementation and not respect of the principles of crisis management and nonfactor defense in the city of thought.
