چالش ها و فرصت های دیپلماسی اقتصادی جمهوری اسلامی ایران در شرایط ژئوپولیتیکی جدید

سیاست خارجی جمهوری اسلامی ایران طی چهار دهه گذشته دچار یک تحول سخت افزاری (ساختاری) و نرم افزاری (اهداف و برنامه ها) در جهت برجسته تر شدن نقش و جایگاه اقتصاد در سیاست خارجی شده است. اگرچه این تغییر به پایداری و نهادینه سازی نقش عوامل اقتصادی در روابط خارجی ایران منجر نگردید، اما به عنوان میراث و تجربه ای انکارناپذیر، بستر لازم را برای پی گیری اهداف اقتصادی در سیاست خارجی جمهوری اسلامی ایران فراهم آورده است. با این حال جمهوری اسلامی ایران همچنان تاثیر شرایط درون‌ساختاری اقتصادی –سیاسی و برون ساختاری اقتصادی سیاسی بهره برداری مطلوبی از ظرفیت های دیپلماسی اقتصادی نداشته است. از این رو ، دغدغه نوشتار حاضر واکاوی الزامات، ضروریات و چالش های بکارگیری و بهره برداری از ظرفیت های دیپلماسی اقتصادی است. در این راستا با روش توصیفی و تحلیلی بر اساس مطالعات کتابخانه ای و رصد رسانه های جمعی ضمن تبیین چالش های پیش روی دیپلماسی اقتصادی در ابعاد داخلی و خارجی، ظرفیت ها و الزامات دیپلماسی اقتصادی برای ایران در شرایط جدید نظام ژئوپولیتیکی جهانی( بعد از اعلام استراتژی دیپلماسی محور دولت جدید ایالات متحده آمریکا) مد نظر قرار داده ایم.

Challenges and opportunities of economic diplomacy of the Islamic Republic of Iran in the new geopolitical conditions

The foreign policy of the Islamic Republic of Iran has undergone a hardware (structural) and software (goals and programs) transformation over the past four decades in order to highlight the role and position of the economy in foreign policy. Although this change did not lead to the stability and institutionalization of the role of economic factors in Iran’s foreign relations, but as an undeniable legacy and experience, it has provided the necessary basis for pursuing economic goals in the foreign policy of the Islamic Republic of Iran. However, the Islamic Republic of Iran has not been able to make good use of the capacities of economic diplomacy due to the impact of economicpolitical and economicpolitical extrastructural conditions. Therefore, the concern of the present article is to analyze the requirements, necessities and challenges of using and exploiting the capacities of economic diplomacy. In this regard, with a descriptive and analytical method based on library studies and mass media monitoring, while explaining the challenges facing economic diplomacy in domestic and foreign dimensions, the capacities and requirements of economic diplomacy for Iran in the new conditions of the global geopolitical system (after the announcement We have considered the diplomacy strategy centered on the new US administration.
