ارزیابی عملکرددهیاری ها در توسعه ی پایدار روستایی (مطالعه ی موردی دهستان همگین در بخش مرکزی شهرستان دهاقان)

پژوهش حاضر با هدف ارزیابی عملکرد دهیاری‌های ایجاد شده در روستاهای دهستان همگین واقع در استان اصفهان انجام شده است.روش تحقیق پژوهش ، توصیفی تحلیلی است. برای تجزیه و تحلیل داده‌ها از نرم افزار spss استفاده شده ، جامعه‌ی آماری شامل ساکنین حوزه‌ی پژوهش ( 4700 نفر) می‌باشند که به روش نمونه‌گیری طبقه‌ای تصادفی و در مجموع 350 نفر مورد مطالعه قرارگرفته‌اند. پایایی پرسشنامه ‌از روش آلفای کرونباخ استفاده شده ، روایی محتوایی پرسشنامه با نظرخواهی از اساتید راهنما و مشاور تایید شده است. نتایج نشان داد، دهیاران مورد مطالعه روستای همگین نسبت به سایر روستاهای مورد مطالعه از نظر ابعاد مورد مطالعه دارای موفقیت بهتری بوده و کمترین میزان موفقیت دهیاری های دهستان همگین در روستای قمیشلو و در زمینه اجتماعی فرهنگی بوده است.همچنین، نتایج نشان داد مهمترین دلیل عدم موفقیت دهیاران روستاها ، عدم مشارکت روستاییان در برنامه‌های مورد نظر است.محدودیت‌های منابع مالی دهیاری‌ها برای انجام امور محوله، یکی از عوامل اصلی محدودیتها و مشکلات در انجام وظایف دهیاری می‌باشد و در این زمینه سازمان باید نسبت به مساعدت مالی از طرف دولت، اخذ عوارض در قبال ارائه خدمات عمومی، استفاده از تسهیلات بانک‌ها و مشارکت مردمی در جهت برطرف کردن این مشکل اقدام نماید.

Performance Evaluation in Rural Sustainable Development (Case study of the same village in the central part of the city of Dehaghan)

This study has been conducted having the evaluation of the established rural managements at Hamgin villages in Esfahan Province as its purposes. The study sample consisted of study area residents (4700 people), A total of 350 persons have been studied to random sampling method. To determine the reliability of the questionnaire used Cronbach’s alpha (0.862), validity of the questionnaire was confirmed by the opinion of advisor and supervisors. Data analysis was performed using SPSS software. The results showed that the villagers in the study area had better success in comparison with other studied villages, and the least success rate was in the rural districts of Qomishlou village in the cultural and social field. Also, the results showed that the most important reason for the failure of villagers in the villages was lack of participation of the villagers in the desired programs. Limitations of financial resources for carrying out affairs are one of the main factors of the limitations and difficulties in performing the tasks of the organization. Therefore, in this regard, the organization should take financial compensation from the government, collecting fees for public services, use of financial facilities of banks and public participation in solving this problem.
