ارزیابی علل و پیامد های نارسایی در مدیریت یکپارچه حریم پایتخت با تاکید بر الزامات طرح جامع شهر تهران

هدف از این پژوهش ارزیابی علل و پیامدهای نارسایی در مدیریت یکپارچه حریم پایتخت با تاکید بر طرح جامع تهران است. فرض این پژوهش آن است که شکل گیری وضع نابسامان فعلی حریم در شهر تهران معلول رشته ای از نارسایی در سطوح مختلف مدیریتی است و از سوی دیگر این وضعیت خود مولد شکل گیری مجموعه ای پیامدها بر کالبد و روح شهر تهران است. پژوهش حاضر به لحاظ روش در رده تحقیقات کیفی قرار می گیرد. ابزار اصلی جمع آوری اطلاعات مصاحبه عمیق با خبرگان بوده است. تعداد 31 مصاحبه با خبرگان حوزه شهرسازی که سابقه فعالیت اجرایی و پژوهشی در حوزه حریم را داشته اند صورت گرفته است و یافته های حاصل از مصاحبه از طریق نظریه داده بنیاد مورد تجزیه و تحلیل قرار گرفته است. یافته های این تحقیق نشان می دهد که اصلی ترین شرایط علّی شامل ابعاد محتوایی و ساختاری است در حالیکه اصلی ترین شرایط زمینه ای شامل ابعاد رویه ای است. مولفه های مداخله گر این پژوهش را فساد اداری، سیاست زدگی و فشارهای سیاسی شکل می دهند در حالیکه اصلی ترین راهبردهای اصلاح نظام مدیریت حریم شامل راهبردهای عملیاتی، قانونی و مدیریتی است که در صورت کاربست آن ها پیامدهای مثبتی در حوزه ملی و کلانشهری قابل مشاهده است.

Assessing the causes and consequences of failure in the integrated management of the capital green belt with emphasis on the principles of the comprehensive plan of Tehran

The purpose of this study is to evaluate the causes and consequences of failure in integrated management of the Tehran City Green Belt with emphasis on the comprehensive plan of Tehran. The hypothesis of this study is that the formation of the current unhealthy situation in the city of Tehran Green Belt is the result of a series of failures at different levels of management and on the other hand, this situation itself produces a series of consequences on the body and soul of Tehran. The present study is in the category of qualitative research in terms of method. The main tool for gathering information was indepth interviews with experts. A total of 31 interviews have been conducted with urban planning experts who have a history of executive and research activities in the field of city green belt, and the findings of the interview have been analyzed through the Grounded Theory. The findings of this study show that the main causal conditions include content and structural dimensions, while the main underlying conditions include procedural dimensions. The intervening components of this research are corruption, politicization, and political pressures, while the main strategies for reforming the city green belt management system include operational, legal, and managerial strategies that, if used, can have positive consequences in the national and metropolitan areas.
