راهبردهای مدیریت ریسک شهری کلانشهر تبریز با رویکرد آسیب پذیری در زلزله

این مقاله با توجه به اهمیت فوق العاده شهر تبریز از جنبه های سیاسی ، اقتصادی ، اجتماعی و غیره از یک سو و حادثه (لرزه) خیزی زیاد آن از سوی دیگر ، ابتدا اهم مطالعات انجام شده در خصوص برنامه ریزی و طراحی شهری با در نظر گرفتن سوانح طبیعی و نیز مطالعات خاص تبریز در این رابطه به اختصار مرور گردیده است. نگاهی که تا کنون در مدیریت سوانح و مدیریت شهری وجود داشته، بیشتر نگاه مقابله ای و کاهش مخاطرات بوده است. دراین میان، مفهوم آسیب پذیری و مدیریت ریسک ، مفهوم جدیدی است که بیشتر در مواجهه با ناشناخته ها و عدم قطعیتها به کار برده میشود. بنابراین نقش مدیریت ریسک در رویارویی با حوادث طبیعی با تاکید بر زلزله احتمالی آینده مورد تحلیل قرار گرفته، هدف از این مطالعه، مدیریت ریسک، ارزیابی و سنجش میزان آسیب پذیری منطقه 8 کلانشهر تبریز در تهدید مخاطره زلزله می باشد. این مقاله توصیفی کاربردی است. بنابراین، ابتدا مولفه ها و ابعاد مطرح در آسیب پذیری شهری تهیه گردید. سپس با استفاده از دیدگاه خبرگان و نیز مطالعات تطبیقی، ابعاد و مولفه های نهایی تهیه و با تحلیل پرسشنامه ها و انجام مطالعات و محاسبات لازم میزان آسیب پذیری کلانشهر تبریز در ابعاد و مولفه های مختلف مورد ارزیابی و سنجش قرار گرفت. و در نهایت ضمن ارزیابی نقاط ضعف و قوت و تهدید و فرصت، با روش swotراهبردهای آینده منطقه 8 کلانشهر تبریز ارائه شد.

Urban Risk Management Strategies of Metropolis of Tabriz With an earthquake vulnerability approach

Considering the extraordinary importance of the city of Tabriz in terms of political, economic, social and other aspects, on the one hand, and this on the other hand, this paper, on the one hand, and its highseismicity, on the other hand, are first of all important studies on urban planning and design. Natural disasters and special studies of Tabriz have been briefly reviewed in this regard. The view that has existed in disaster management and urban management so far has been more coping and mitigating. Meanwhile, the concept of vulnerability and risk management is a new concept that is used more in the face of unknowns and uncertainties. Therefore, the role of risk management in dealing with natural disasters with an emphasis on future probable earthquakes has been analyzed. The purpose of this study is to evaluate the risk management, evaluation and assessment of the vulnerability of Tabriz Metropolitan Area 8 in earthquake hazards. This article is descriptive. Therefore, at first, the components and dimensions of urban vulnerability were prepared. Then, using experts’ viewpoints, as well as comparative studies, the dimensions and final components were prepared and analyzed by analyzing the questionnaires and performing the necessary calculations and calculations of the vulnerability of the metropolitan metropolis of Tabriz in different dimensions and components. Finally, by evaluating the weaknesses, strengths, threats and opportunities, the future strategies of the 8th metropolitan area of ​​Tabriz were presented by swot method.
